Council Minutes of 10-18-2016 <br />people that know it's a long light do it every day. It's a safety issue with people cutting <br />through the Giant Eagle parking lot and the only way to stop that is to eliminate the sign. <br />Jim Burns, 3978 Dover Center stated the only people he has heard complaining about this <br />are the people who live in North Park. They live on the west side of Porter. They can <br />drive down Porter and make the turn onto Lorain at the light on Porter and Lorain. He <br />says it sounds like it is an inconvenience for a few that has the potential to create a <br />problem for many. <br />Sam Kaufman, 4500 Porter Road stated he wish he had a timer just to time how long it <br />took him to go through that light. Because of the time he goes and cuts through Giant <br />Eagle because it takes forever to turn at the light. He understands the frustration, but <br />thinks the City should limit the time(s) people cannot turn on red such as during the <br />school or rush hours or during holiday seasons. Some people know they cannot turn on <br />red there, but they do it anyway. Said if up to him he would put some time frames when <br />people cannot turn on red, but eliminate it the rest of the time. <br />LEGISLATION <br />Ordinance 2016-90 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance authorizing the Mayor to enter into an agreement with John Patrick Picard <br />Architect, Inc., to provide additional professional design services to the City for the <br />Recreation Center Master Planning Study, and declaring an emergency. Councilman <br />Kearney moved for adoption. The motion was seconded by Councilman Barker and <br />passed unanimously. Ordinance 2016-90 adopted 6-0. <br />Resolution 2016-91 introduced by Mayor Kennedy was given its third reading. A <br />Resolution dispensing with the formal Request for Qualifications (R.F.Q.) process and <br />authorizing the Mayor to enter into an agreement with Jeffrey A. Grusenmeyer & <br />Associates, Inc. in order to provide continuing professional services as the Building <br />Commissioner of the City of North Olmsted and as Plans Examiner, on a part-time basis. <br />Council Kearney moved for adoption. The motion was seconded by Councilman Barker <br />and passed unanimously. Resolution 2016-91 adopted 6-0. <br />Ordinance 2016-94 introduced by Councilman Brossard was given its third reading. An <br />Ordinance amending the Traffic Control File of the City of North Olmsted to eliminate <br />the "No Right Turn on Red" sign at Dover Center and Mill Road for traffic traveling in <br />an easterly direction on Mill Road and turning south onto Dover Center Road, and <br />declaring an emergency. Councilman Brossard moved for adoption. The motion was <br />seconded by Councilwoman Williamson and passed 5-1. Resolution 2016 adopted 5-1. <br />Councilman Barker made a comment with his no vote. I understand the emotion involved <br />with this legislation, but with the research that I have done with various directors and <br />personnel it is my opinion that this intersection could have been tweaked to accommodate <br />and improve the conditions experienced currently. It is also my opinion that with the <br />future development of Starbucks at the corner of Lorain and Dover Center as well as the <br />completion of the new Middle and High School that this intersection will be revisited in <br />the future. My vote is no. <br />on <br />
