Council Minutes of 12-20-2016 • Finally, I wish everyone a Happy Holidays and Merry Christmas. Finance Director Copfer: • Wished everyone a Merry Christmas Council President Jones, Council Committee of the Whole: The Council Committee of the Whole met on Tuesday, December 13, 2016 at 7:55 p.m. Present were Council members Barker, Brossard, Hemann, Kearney, Limpert and Williamson; Council President Jones; Mayor Kennedy and Safety & Service Director Glauner. • 'Twas the night of a Council Committee and all through City Hall not a creature was stirring because everyone was at the mall. The Committee meetings were neatly stacked up with care in hopes that Councilman Barker wouldn't be there. The purpose of the meeting was to discuss the Council Office supervisory role. Councilman Barker would like to step down as the Clerk Supervisor after seven years as the supervisor. Councilman Kearney made a motion to remove the supervisor and was seconded by Councilwoman Williamson. The motion passed 6-0. Councilman Barker made a motion to recommend Council President Jones for the supervisory position and the motion was seconded by Councilman Brossard. The motion passed 6-0. Councilman Kearney made a motion to remove Councilman Barker from the supervisory role of the Council Clerk. The motion was seconded by Councilman Schumann and passed unanimously. Councilman Barker removed from the supervisory role of the Council Clerk by a vote of 7-0. Councilman Baker made a motion to nominate Council President Jones to the supervisory role of the Council Clerk. The motion was seconded by Councilman Schumann and passed unanimously. Council President Jones appointed to the supervisory role of the Council Clerk by a vote of 7-0. Law Director Gareau clarified to make it clear, Councilman Barker was removed from the role based on a discussion by Council of reorganization. When we hear of people being removed from a position by a vote it usually means something went wrong, but here it was just done for a reorganization of Council. Councilman Barker, Chairman of the Public Safety, Health & Welfare Committee: The Public Safety, Health & Welfare Committee met on Tuesday, December 13, 2016 at 7:30 p.m. Present were committee members Barker, Williamson and Brossard; Council members Kearney and Hemann; Mayor Kennedy, Law Director Gareau, Safety & Service Director Glauner, Planning & Development Director Wenger, Clerk of Council Massarolo and guests. • Discussed was 2016-137 an Ordinance amending Section 331.42 of the traffic code in order to correct an obsolete reference to the Ohio Revised Code. City Code 331.42 was in Ohio Revised Code 4507.021, which was omitted by the 2
