Council Minutes of 12-20-2016 <br />State of Ohio. The request from our Law Department is to move the City Code to <br />Ohio Revised Code 4510.036 which gives officers the ability to still issue cell <br />phone violations as a secondary offense. After a brief discussion, a motion was <br />made by Councilman Barker and seconded by Councilwoman Williamson to <br />recommend approval to Council. The vote was 3-0 in favor. <br />Councilman Kearney, Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, December 13, 2016 at 7:05 p.m. Present were <br />committee members Kearney and Barker; Council members Brossard, Hemann, Limpert <br />and Williamson; Council President Jones; Mayor Kennedy, Finance Director Copfer, <br />Safety & Service Director Glauner, Planning & Development Director Wenger and <br />guests. <br />• Discussed was Ordinance 2016-132. An Ordinance amending Section 135.02 <br />Titled "Director of Finance" of Chapter 135 of the Administrative Code Titled <br />"Department of Finance" in order to update obsolete code references. This is self- <br />explanatory. The committee voted 2-0 in favor. <br />• Discussed next was Ordinance 2016-133. An Ordinance to make and transfer <br />appropriations for current expenses and other expenditures for the City of North <br />Olmsted for the year ending December 31, 2016, and declaring an emergency as <br />amended. The Finance Director is once again fine tuning the budget to make it all <br />hunky dory for the end of the year. The committee voted 2-0 in favor with <br />suspension. <br />Councilman Kearney made a motion to amend 2016-133. The motion was seconded by <br />Councilman Barker and passed unanimously. Ordinance 2016-133 amended by a vote of <br />7-0. <br />• Discussed last was Ordinance 2016-139. An Ordinance to revise the Codified <br />Ordinances by adopting current replacement pages; and declaring an emergency. <br />This is a twice yearly task to update the Codified Codes. The committee voted 2-0 <br />in favor with suspension. <br />The Finance Committee also met on December 20, 2016 at 7:20 p.m. Present were <br />committee members Kearney, Schumann and Barker; Council members Brossard, <br />Hemann, Limpert and Williamson; Council President Jones; Mayor Kennedy, Safety & <br />Service Director Glauner, Human Resources Director Gallo and guests. <br />• Discussed was Ordinance 2016-140. An Ordinance amending the rates of <br />compensation for various administrative and legislative personnel for 2016 to <br />adjust the salary range for Auxiliary Police (Section 8B) for clarity; and to update <br />the salary range for Fire Administrative Assistant (Section 8C) and Human <br />Resource Employment Specialist (Section 5A) for uniformity; and to otherwise <br />restate the compensation rates and descriptions for various administrative and <br />legislative personnel for the years 2015, 2016 and 2017, and declaring an <br />emergency. The committee voted 3-0 in favor with suspension. <br />• Discussed next was Resolution 2016-141. A Resolution authorizing the Mayor to <br />enter into an agreement with Firehouse Innovations Corp. for the purchase of one <br />(1) multi -force, forcible entry door system to be used for training.
