Council Minutes of 12-20-2016 <br />like a guard rail installed to prevent drivers from going into his yard. His complete <br />remarks are attached to the minutes. <br />The Mayor thanked Sam for coming to the meeting. He said he had not heard of this issue <br />yet, but was glad he worked with Councilman Brossard. He said he would get with the <br />Safety & Services Director the next day to look into it. <br />Councilman Limpert noted he had also received a complaint from a resident on this same <br />issue and he noted the Chevron signs went up, but apparently the resident whose property <br />the signs were in front of removed them and he talked with Director Glauner about it. <br />The City will probably need to revisit again. <br />Jennifer Garcowski <br />4474 Porter Road. <br />North Olmsted <br />Mrs. Garcowski stated there are many that live on Porter Road that have witnessed <br />accident after accident around this curb. She stated it's a huge safety issue and she has a <br />son, not to mention there are a lot of other children who live in the area. She said her <br />husband and her moved to Porter Road two years ago and they have witnessed more <br />accidents in the past two years then they have in their whole lives combined. She said <br />learning the history of this curve from another neighbor, there has been a lot of accidents <br />including some serious ones, including one where a girl lost her arm. Being a new mom, <br />she is very concerned for the children and their safety in this area. She thinks a guard rail <br />is a very good idea to protect those in the area. She stated she would like to see it go a <br />step further and have more warning signs about a dangerous curb, flashing lights or <br />something. She would also like to see police out giving tickets day after day for a couple <br />of weeks or a month. She said she knows police won't solve the problem entirely, but she <br />thinks it would prevent some accidents. <br />LEGISLATION <br />Ordinance 2016-122 introduced by Mayor Kennedy and was given its third reading. An <br />Ordinance to make temporary appropriations for current expenses and other expenditures <br />for the City of North Olmsted for the year ending December 31, 2017, and declaring an <br />emergency, as amended. Councilman Kearney moved for adoption. The motion was <br />seconded by Councilman Barker and passed unanimously. Ordinance 2016-122 adopted <br />7-0. <br />Resolution 2016-129 introduced by Mayor Kennedy and was given its third reading. A <br />Resolution authorizing the Mayor to enter into a Cooperation Agreement with Cuyahoga <br />County/The Cuyahoga County Department of Public Works for the purpose of sharing <br />costs associated with a culvert replacement on Bradley Road where it crosses over French <br />Creek. Councilman Limpert moved for adoption. The motion was seconded by <br />Councilwoman Hemann and passed unanimously. Ordinance 2016-129 adopted 7-0. <br />Ordinance 2016-130 introduced by Mayor Kennedy and was given its third reading. An <br />Ordinance amending Section 1363.302 of Chapter 1363 of the Building Code entitled <br />0 <br />
