Council Minutes of 12-20-2016 Ordinance 2016-137 introduced by Mayor Kennedy and was given its second reading. An Ordinance amending Section 331.42 of the Traffic Code in order to correct an obsolete reference to the Ohio Revised Code. Ordinance 2016-138 introduced by Mayor Kennedy and was given its second reading. An Ordinance accepting a permanent easement for the installation and maintenance of a stormwater sewer and drainage ditch on permanent parcel number 231-09-023 from Jeffrey and Laura Sturgeon for the purpose of providing stormwater drainage services, and declaring an emergency. Councilman Limpert made a motion to suspend the rules requiring three readings as this was discussed in the Environmental Control Committee and it is desirable by both the City and the residents to have this resolved as soon as possible. The motion was seconded by Councilwoman Hemann and passed unanimously. Councilman Limpert moved for adoption. The motion was seconded by Councilwoman Hemann and passed unanimously. Ordinance 2016-138 adopted 7-0. Ordinance 2016-139 introduced by Council President Jones on behalf of herself and all of Council and was given its second reading. An Ordinance to revise the Codified Ordinances by adopting current replacement pages; and declaring an emergency. Councilman Kearney made a motion to suspend the rules requiring three readings as this was discussed in the Finance Committee and is time sensitive. The motion was seconded by Councilman Barker and passed unanimously. Councilman Kearney moved for adoption. The motion was seconded by Councilman Barker and passed unanimously. Ordinance 2016-139 adopted 7-0. Ordinance 2016-140 was introduced and placed on first reading by Mayor Kennedy. An Ordinance amending the rates of compensation for various administrative and legislative personnel for 2016 to adjust the salary range for Auxiliary Police (Section 8B) for clarity; and to update the salary range for Fire Administrative Assistant (Section 8C) and Human Resource Employment Specialist (Section 5A) for uniformity; and to otherwise restate the compensation rates and descriptions for various administrative and legislative personnel for the years 2015, 2016 and 2017, and declaring an emergency. Ordinance 2016-140 adopted 7-0. Resolution 2016-141 was introduced and placed on first reading by Mayor Kennedy. A Resolution authorizing the Mayor to enter into an agreement with Firehouse Innovations Corp. for the purchase of one (1) multi -force, forcible entry door system to be used for training. Councilman Kearney made a motion to suspend the rules requiring three readings as this was discussed in the Finance Committee and is time sensitive.
