Council Minutes of 4-4-2017 <br />The Public Safety, Health and Welfare Committee met on Tuesday, March 28, 2017 at <br />7:00 p.m. Present were committee members Rahm, Williamson and Brossard; Council <br />members Kearney, Hemann and Limpert; Council President Jones; Mayor Kennedy and <br />guests. <br />• Discussed was Resolution 2017-30. A Resolution proclaiming May 14Th through <br />May 20`h as substance abuse prevention week in the City of North Olmsted, and <br />declaring an emergency. Council President Jones and Committee members <br />discussed the severity of the current opioid epidemic affecting communities <br />nationwide. Committee members also discussed the importance of education and <br />awareness of substance abuse of all residents of the City. Councilman Rahm made <br />a motion to recommend to full Council. The motion was seconded by seconded by <br />Councilwoman Williamson and passed 3-0. <br />AUDIENCE PARTICIPATION <br />Myron Young 30879 South Court. He stated he had no problem with the concrete at <br />Burns Road. However, he'd like the City to look into sidewalks. He said he has lived here <br />since 1975 and on the west end there are a lot of open space where there are no <br />sidewalks. Other cities have put in a sidewalk program and he'd like the City of North <br />Olmsted to look into a similar program. <br />The Mayor said the property maintenance inspectors are out and making people make <br />repairs to their sidewalk. <br />Mr. Young said he wasn't talking about that. He pointed out where the Mayor lives there <br />are sidewalks on one side, but not the other side. <br />He also wanted to discuss sound barriers. He is not sure if the City of North Olmsted puts <br />in for sound barriers along I-480 every year? <br />The Mayor said it is something the City works on every year. ODOT has two pots of <br />money, one which is for repairing current sound barriers and one for building new sound <br />barriers. We are on a list, but most Councilmembers have called and met with ODOT on <br />these very issues, but it's tough when you are not in charge of it, but the City is working <br />on this. <br />Mr. Young pointed out the City of Brooklyn is getting sound barriers. <br />Council President Jones responded that is correct, but her understanding is it has been a <br />project that has been on the books for at least 15 years, if not more. The Mayor <br />concurred. <br />LEGISLATION <br />Resolution 2017-28 introduced by Mayor Kennedy and was given its second reading. A <br />Resolution Authorizing the Director of Public Service to advertise for bids for the <br />purchase of bulk treated rock salt for ice and snow removal operations as detailed in <br />11 <br />
