1115.09 PLANNING AND ZONING CODE 28 <br />(c) "Design plan" means a plan prepared by the City for implementing <br />components of the Comprehensive Plan and may include, but is not limited to, <br />the design, bulk, use, height, location and arrangements of buildings and <br />parking in respect to streets, open spaces, other structures and natural features. <br />(d) "Final plan" means the final plan prepared by a developer based on the <br />preliminary plan of a proposed development or development area, which <br />consists of detailed drawings, specifications, cost estimates and agreements for <br />the construction of site improvements and buildings for the proposed <br />development or development area. <br />(e) "Land use map" means a map that depicts selected categories of land use in a <br />geographic area as well as other major features, such as political boundaries, <br />transportation arteries and water bodies. <br />(f) "Land use plan" means a generalized scheme or proposal regarding how land <br />is to be used. <br />(g) "Major thoroughfare plan" means the plan which shows the general location <br />and extent of existing and planned streets and other transportation facilities, <br />duly adopted and officially accepted separately or as a part of the <br />Comprehensive Plan. <br />(h) "Map" means a drawing showing geographic, topographic or other physical <br />features of land. <br />(i) "Plat" means a map of a lot, parcel, subdivision or development area, on <br />which the lines of each element are shown by accurate distances and bearings. <br />(j) "Preliminary plan" means a drawing prepared by a developer, which may <br />include explanatory exhibits and text, submitted to the designated authority for <br />the purpose of portraying a proposed development of land, or a preliminary <br />plan of land use of a development area which, if approved by the designated <br />authority, provides the basis for proceeding with the preparation of the final <br />plan of a development or development area. <br />(k) "Site plan" means an accurately scaled development plan that illustrates the <br />existing conditions on a land parcel as well as depicting improvement details of <br />a proposed development. <br />(Ord. 90-125. Passed 5-21-91.) <br />1115.09 STREETS. <br />As used in this Zoning Code: <br />(a) "Collector street" means a street supplementary to and connecting the major <br />street system to local streets. <br />(b) "Cul-de-sac" means a local street with an outlet at only one end and a <br />vehicular turnaround area at the other end. <br />(c) "Driveway and access drive" means a prepared hard surface area providing <br />ingress and egress for vehicles from private property and a public right of <br />way. <br />(d) "Freeway" means a divided arterial highway for through traffic to which <br />access from abutting properties is prohibited and all street crossings are made <br />by grade -separated intersections. <br />December 2016 Replacement <br />
