29 Definitions 1115.10 <br />(e) "Local collector street" means a street which collects internal traffic <br />movements within a large subdivision or neighborhood and connects such <br />areas with the collector and/or major arterial street system. <br />(f) "Local street" means a street primarily for access to abutting residential <br />properties and to serve local needs. <br />(g) "Marginal access street" means a local street providing access to lots which <br />abut or are adjacent to a limited -access highway or mayor arterial street. <br />(h) "Major arterial" means a public street which is primarily for moving heavy <br />traffic volumes between large or intensively developed districts. <br />(i) "Private street" means a street held in private ownership. <br />(j) "Public street" means a public thoroughfare which has been dedicated or <br />deeded to the public for public use and accepted by the City and which affords <br />principal means of access to abutting property. <br />(k) "Right of way (ROW)" means the land dedicated, reserved by deed or granted <br />by easement for a linear transit element (that is, roads, railroads or bikeways) <br />and/or placement of utility elements such as gas, water, telephone and sewer <br />lines. <br />(1) "Street design characteristics" means those design characteristics which are <br />found in the Subdivision Regulations. <br />(m) "Street line" means the street right-of-way line. <br />(Ord. 90-125. Passed 5-21-91.) <br />1115.10 USES. <br />As used in this Zoning Code: <br />(a) "Conditional use" means an uncommon or infrequent use which may be <br />permitted in specific districts, subject to compliance with certain standards and <br />explicit conditions set forth in this Code and subject to the granting of a <br />conditional use permit. <br />(b) "Main use" means the principal use of an activity conducted in a building or <br />other structure or on the land. <br />(c) "Nonconforming use" means the use of a building or land, existing lawfully at <br />the time this Code, or an amendment thereto, became effective but which does <br />not conform to the current use regulations, off-street parking and loading <br />requirements, performance standards or other regulations of the district in <br />which it is located. <br />(d) "Use" means any purpose for which a building, other structure or land may be <br />arranged, designed, intended, maintained or occupied. "Use" also means any <br />activity conducted in a building or other structure or on the land. <br />(e) "Use (permitted)" means a type of land use that is authorized by right for a <br />particular zoning district. <br />(f) "Use (accessory)" means a use whose purpose is related and incidental to the <br />permitted principal use. An accessory use shall in some way serve the <br />principal use, and shall be located on the same building lot. Exceptions may <br />be made, however, so that off-street parking may be located nearby rather than <br />on the same lot if approved by the City. <br />(Ord. 90-125.
