<br />(5) "Entertainment device" means any mechanical, electronic, video, or
<br />digital device which is capable of connection to the internet (regardless
<br />of whether such connection is utilized) through a wireless router,
<br />telephone line, digital subscriber line, satellite, cellular telephone,
<br />cable connection or any other method and which is engaged upon
<br />payment of anything of value as a condition of usage and/or upon the
<br />insertion of any coin, token, credit or debit card, or similar magnetic
<br />or electronic access card or passcode, directly or indirectly, and
<br />wherein a product or service is provided and/or incidental thereto, and
<br />the device is engaged for the purpose of playing a game, viewing a
<br />video display, hearing an audio transmission or reading entries or
<br />outcomes from any other kind of device, with or without payment of a
<br />fee, and wherein such device may be operated by the public generally
<br />for use as a form of entertainment or amusement, including lawful
<br />sweepstakes or skill games, whether or not registering a score, and
<br />which when so utilized produces, announces, reveals or discloses the
<br />eligibility, award or payment of a cash prize redeemable on or at the
<br />entertainment device arcade, which cash prize amount was capable of
<br />being ascertained through usage of the mechanical, electronic, video,
<br />or digital device, whether or not said prize was in fact announced,
<br />revealed or disclosed through usage of the mechanical, electronic,
<br />video, or digital device and which in no way tends to permit or
<br />encourage gambling. "Entertainment device" does not include any
<br />vending machine, juke box, audio book, video player or any device
<br />that gives anything of value where the only value given, directly or
<br />indirectly, is a video or audio transmission.
<br />(6) "Indoor animal boarding facility" means any facility where domestic
<br />animals owned by another person are temporarily boarded for a fee
<br />and whose activities are conducted completely indoors.
<br />(7) "Kennels" means any facility used for the boarding, breeding, raising,
<br />training, showing, or selling of dogs and/or cats for a fee. Such
<br />facilities may include outdoor dog runs.
<br />(8) "Recycling collection center" means a facility that is not a junkyard
<br />and in which recoverable resources, such as newspapers, magazines,
<br />books, and other paper products; glass; metal cans; plastics and other
<br />products, are collected, sorted and temporarily stored prior to
<br />shipment for remanufacture into new materials. Such a facility may
<br />allow limited compacting or crushing of recyclable materials.

<br />1139.02 MOTORIST SERVICE DISTRICT.
<br />(a) Intent. Motorist Service Districts and their regulations are established in
<br />order to achieve, among others, the following purposes.
<br />(1) To provide convenient districts for motorist services in order to serve
<br />and promote economic development of the community;
