Council Minutes of 4-18-2017 <br />• January and February monthly summary and reports were e-mailed to your e- <br />mails today. I thought I had sent January out, so I apologize it is just getting to <br />you. <br />• One thing I'm watching is our income tax collections and they are down from last <br />year. It is down 7% through April so far. Usually May and June are the big <br />collections that will tell us which way it is going. I have been in contact with <br />RITA. I'm still awaiting answers that make sense to me as far as why it's different <br />because every other indicator is things are better. <br />Council President Jones: <br />Council held a Public Hearing on Wednesday, April 12, 2017 at 7:00 p.m. <br />Present were Council members Brossard, Hemann, Kearney, Limpert, Schumann, Rahm <br />and Williamson; Council President Jones; Mayor Kennedy, Assistant Law Director <br />O'Malley, Director of Planning & Development Wenger and the City Consultants. <br />• Discussed was Ordinance 2017-32. An Ordinance (1) amending Chapters 1115 <br />"Definitions," 1117 "Administration and Enforcement," 1118 "Conditional Use <br />Permit," 1119 "Building Permit and Certifications of Occupancy," 1121 <br />"Penalties and Remedies," 1126 "Commercial and Other Building Permits," 1139 <br />"Business Districts," and 1161 "Offstreet Parking and Loading" all within <br />Chapter Eleven of the Codified Ordinances of the City of North Olmsted Titled <br />"Planning and Zoning Code," (2) adopting new Appendix A "Tree and Plant List" <br />for the Planning and Zoning Code and (3) adopting the Revised Zoning Map of <br />the City of North Olmsted, all for the purpose of implementing Zoning Code <br />changes proposed by the City of North Olmsted Planning and Design <br />Commission. The public and Council was given a presentation by the consultants <br />who have been working with the City for over a year on this project. The Public <br />Hearing was well attended and people had some general questions which were <br />answered by our Director of Planning and Development. <br />Councilman Kearney Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, April 11, 2017 at 7:00 p.m. Present were <br />committee members Kearney, Schumann and Rahm; Council members Hemann, Limpert <br />and Williamson; Council President Jones; Director of Finance Copfer, Director of Safety <br />and Service Glauner and guests. <br />• Discussed was Ordinance 2017-34. An Ordinance amending Section 915.06 of the <br />Streets, Utilities and Public Services Code of the Codified Ordinances of the City <br />of North Olmsted to eliminate the Swimming Pool Credit and to further reflect a <br />monthly versus quarterly billing cycle, and declaring an emergency, as amended. <br />The time for this credit has come and gone. The City man hours involved is not a <br />good use of the City's time. The committee voted 3-0 in favor of the Ordinance as <br />amended, with suspension. <br />Councilman Kearney made a motion to amend Ordinance 2017-34 to reflect current <br />billing. The motion was seconded by Councilman Schumann and passed unanimously. <br />Ordinance 2017-34 amended by a vote of 7-0. <br />2 <br />
