Council Minutes of 4-18-2017 <br />Councilman Rahm Vice Chair of the Building, Zoning and Development Committee: <br />The Building, Zoning and Development Committee met on Tuesday, April 11, 2017 at <br />7:30 p.m. Present were committee members Schumann, Rahm and Williamson; Council <br />members Hemann, Kearney and Limpert; Council President Jones; Mayor Kennedy, <br />Director of Planning and Development Wenger and guests. <br />• Discussed was CMS 16-7640 the North Olmsted City Schools High School and <br />Middle School Complex located at 27301 Butternut Ridge Road. Councilman <br />Schumann recused himself from the meeting. Director Wenger and committee <br />members discussed specifics pertaining to Phase III of the project. Residents <br />asked questions pertaining to Phase III. Director Wenger and officials <br />representing the schools answered questions pertaining to the project. Councilman <br />Rahm made a motion to hold CMS 16-7640 in committee. The motion was <br />seconded by Councilwoman Williamson. The committee voted 2-0 in favor of <br />holding in committee. <br />Councilman Schumann Chairman of the Building, Zoning and Development Committee: <br />The Building, Zoning and Development Committee met on Wednesday, April 12, 2017 at <br />7:40 p.m. Present were committee members Schumann, Rahm and Williamson; Council <br />members Brossard, Hemann, Kearney and Limpert; Council President Jones; Mayor <br />Kennedy, Assistant Director of Law O'Malley, Director of Planning and Development <br />Wenger and guests. <br />• Discussed was Ordinance 2017-32. An Ordinance (1) amending Chapters 1115 <br />"Definitions," 1117 "Administration and Enforcement," 1118 "Conditional Use <br />Permit," 1119 "Building Permit and Certifications of Occupancy," 1121 <br />"Penalties and Remedies," 1126 "Commercial and Other Building Permits," 1139 <br />"Business Districts," and 1161 "Offstreet Parking and Loading" all within <br />Chapter Eleven of the Codified Ordinances of the City of North Olmsted Titled <br />"Planning and Zoning Code," (2) adopting new Appendix A "Tree and Plant List" <br />for the Planning and Zoning Code and (3) adopting the Revised Zoning Map of <br />the City of North Olmsted, all for the purpose of implementing Zoning Code <br />changes proposed by the City of North Olmsted Planning and Design <br />Commission. The Ordinance was recommended to Council 3-0 with the following <br />amendments: 1) In Section 1115.05 add definition of micro hospital; 2) In Section <br />1115.08 delete redundant definition of hospital under Medical Clinics and <br />Medical Offices; 3) In Section 1115.12 change "automobile" to "vehicle" in <br />vehicle repair definitions; 4) In Section 1118.08 add ability for City Council to <br />waive specific conditional use requirements and make its determination final; 5) <br />In Table 1139.03-1 add micro hospitals to use schedule with medical offices and <br />clinics; 6) In section 1139.09 add a requirement that improved landscaped areas <br />be serviced by irrigation; and 7) in the Zoning Map, correct the unintended <br />remaining portion of industrial split zoning of PPN 234-03-011 so the entire <br />parcel is zoned B-2 Office/Service District. <br />Councilman Schumann made a motion to amend Ordinance 2017-34 to reflect the listed <br />changes. The motion was seconded by Councilman Rahm and passed unanimously. <br />Ordinance 2017-32 amended by a vote of 7-0. <br />3 <br />
