Council Minutes of 4-18-2017 <br />The Building, Zoning and Development Committee met on Tuesday, April 18, 2017 at <br />7:07 p.m. Present were committee members Schumann, Rahm and Williamson; Council <br />members Brossard, Kearney and Limpert; Council President Jones; Director of Safety & <br />Service Glauner, Assistant Director of Law O'Malley, Director of Planning and <br />Development Wenger and guests. <br />• Discussed was Ordinance 2017-32 An Ordinance (1) amending Chapters 1115 <br />"Definitions," 1117 "Administration and Enforcement," 1118 "Conditional Use <br />Permit," 1119 "Building Permit and Certifications of Occupancy," 1121 <br />"Penalties and Remedies," 1126 "Commercial and Other Building Permits," 1139 <br />"Business Districts," and 1161 "Offstreet Parking and Loading" all within <br />Chapter Eleven of the Codified Ordinances of the City of North Olmsted Titled <br />"Planning and Zoning Code," (2) adopting new Appendix A "Tree and Plant List" <br />for the Planning and Zoning Code and (3) adopting the Revised Zoning Map of <br />the City of North Olmsted, all for the purpose of implementing Zoning Code <br />changes proposed by the City of North Olmsted Planning and Design <br />Commission, as amended. This was an opportunity a chance to add amendments. <br />There were some clarifications explained by Director Wenger and no action was <br />taken. <br />Councilman Limpert requested a moment of personal privilege. On Saturday, I had the <br />privilege to attend the North Olmsted Eggstravaganza and saw the Finance Director as <br />well. I was blown away by the event, the professionalism and the way it was run. The <br />Recreation Department really deserves credit for really holding what I consider a top <br />notch event that's probably under promoted even though it was very well attended. So <br />just my congratulations to the Rec Department it really was a great event for both <br />children and adults. So congratulations. <br />Councilwoman Hemann requested a moment of personal privilege. Two weeks ago there <br />was a fundraiser organized by Frank and Lovie Smerale of the North Olmsted VFW Post <br />7647. The Smerale's as I have reported numerous times throughout the years have been <br />very helpful in partnering with me for raising money for the food pantry, and other things <br />for the City. I just wanted to let everyone know they organized a fundraiser for their <br />daughter Patty who is in need of a kidney transplant and I would like to on behalf of the <br />Smerale's thank the Mayor and the City for the raffle basket that they put together and <br />also the Senior Center for the raffle basket they put together. They were very touched by <br />all of the help and raised $14,000. <br />Councilman Rahm Chairman of the Public Safety, Health and Welfare Committee: <br />The Public Safety, Health and Welfare Committee met on Tuesday, April 11, 2017 at <br />7:15 p.m. Present were committee members Rahm and Williamson; Council members <br />Kearney, Hemann, Limpert and Schumann; Council President Jones; Mayor Kennedy, <br />Director of Safety and Service Glauner and guests. <br />• Discussed was Resolution 2017-35. A Resolution authorizing the Mayor to enter <br />into a shared services agreement with the City of Bay Village to provide animal <br />control services to the City on an as -needed basis, and declaring an emergency. <br />Director Glauner and committee members discussed the need for the position <br />4 <br />
