Council Minutes of 5-2-2017 <br />insulation. Total estimated cost is $300,000.00 to $350,000.00. Councilman <br />Brossard made a motion to recommend to Council. The motion was seconded by <br />Councilman Schumann. The committee voted 3-0 in favor of the Ordinance. <br />Councilwoman Williamson Chairman of the Streets and Transportation Committee: <br />The Streets and Transportation Committee met on Tuesday, April 25, 2017 at 7:10 p.m. <br />Present were committee members Williamson, Hemann and Limpert; Council members <br />Brossard, Kearney, Rahm and Schumann; Director of Safety & Service Glauner and <br />guests. <br />• Discussed was Resolution 2017-37. A Resolution authorizing the Mayor to enter <br />into a cooperative agreement with the City of Westlake to provide for the <br />improvement of Columbia Road from 300' south of Carnation Run Drive, <br />northbound to the corporation line, together with additional financial terms and <br />conditions. Director Glauner explained that Westlake has received funding for <br />Columbia Road improvements. They have proposed to pave Columbia Road in <br />the previously mentioned area. Westlake will be in charge of the project and the <br />City will have to pay an estimated cost of $18,000.00. The project is scheduled to <br />begin at the end of this summer. A motion was made to recommend approval to <br />Council with suspension and the addition of an emergency clause. The motion <br />passed with a vote of 3-0. <br />Councilman Rahm Vice Chair of the Building, Zoning and Development Committee: <br />The Building, Zoning and Development Committee met on Tuesday, April 25, 2017 at <br />7:30 p.m. Present were committee members Schumann, Rahm and Williamson; Council <br />members Brossard, Hemann, Kearney and Limpert; Council President Jones; Director of <br />Planning and Development Wenger and guests. <br />• Discussed was CMS 16-7640 the North Olmsted City Schools High School and <br />Middle School Complex located at 27301 Butternut Ridge Road. Councilman <br />Schumann recused himself from the meeting. Director Wenger and committee <br />members discussed specifics pertaining to Phase III of the project. Residents <br />asked questions pertaining to Phase III. Director Wenger and officials <br />representing the schools answered questions pertaining to the project. Councilman <br />Rahm made a motion to approve CMS 16-7640 in committee. The motion was <br />seconded by Councilwoman Williamson. The committee voted 1-1 so no <br />recommendation is being made to Council. <br />Councilman Rahm made a motion to approve CMS 16-7640 Phase III of the North <br />Olmsted High School and Middle School Project. The motioned was seconded by <br />Councilwoman Williamson and passed 4-2. CMS -16-7640 approved by a vote of 4-2. <br />Councilwoman Williamson voted no. <br />Councilman Schumann abstained due to conflict of interest. <br />Councilwoman Hemann voted no with comment. I did attend almost all of the meetings <br />where the architect was present as were school board members. There are still about 10 <br />2 <br />
