Council Minutes of 5-2-2017 <br />outstanding properties where those folks were promised you'd do a little better. I think <br />for $80 million dollars you could have done better for those ten folks. So no, thank you. <br />Councilwoman Hemann Chairman of the Intra -Governmental Relations Committee: <br />The Intra -Governmental Relations Committee met on Tuesday, April 25, 2017 at 6:46 <br />p.m. Present were committee members Hemann, Limpert and Kearney; Council members <br />Brossard, Rahm, and Schumann. <br />• Discussed was the appointment of Ms. Janelle Zauner to the Arts Commission to <br />complete an unexpired term ending December 31, 2018. Ms. Zauner has attended <br />several events recently, notably the Earth Fair and the Noel event. She inquired <br />about city volunteer work. She believes she can bring some good and fresh ideas. <br />She prides herself on being a good coordinator of events. Councilman Limpert <br />offered that newer members are more focused on business type skills than just the <br />arts, which is important in the large scale projects the committee undertakes. <br />Councilman Kearney was glad to have a new person involved. Councilwoman <br />Hemann made a motion to appoint Ms. Zauner to fill the vacant term starting <br />immediately and ending December 31, 2018. The motion was seconded by <br />Councilman Limpert and passed 3-0. <br />Councilwoman Hemann made a motion to appoint Ms. Zauner to the Arts Commission to <br />fill the unexpired term ending December 31, 2018. The motion was seconded by <br />Councilman Limpert and passed unanimously. Janelle Zauner appointed to the Arts <br />Commission by a vote of 7-0. <br />AUDIENCE PARTICIPATION <br />Marco Cuevas <br />3534 Beaumont Drive <br />Mr. Cuevas read parts from an article entitled "Too Many Laws, Too Much Regulation" <br />that was published on March 2nd. He said he is not a fan of too much government <br />regulation and he is tired of seeing people he votes for not try hard enough to scale things <br />back. He said he supports the idea of the zoning project and many of the design elements. <br />Mr. Cuevas says the people who spoke at the hearings all addressed concerns that <br />affected them personally. He said he has a concern that affects everyone. The people of <br />Ohio last year voted to allow medical marijuana use in the State. He said he is not <br />speaking in support of or against medical marijuana, that he is just putting into context <br />how government systematically limits the will of the voters. While the State is leaving <br />the decision up to the municipalities, imposing this restriction is just another example of <br />legislators not listening to the people. In the grand scheme of the zoning legislation he <br />thinks it's fantastic, he said he is just addressing a tiny part that specifically prohibits the <br />sale or cultivation of medical marijuana anywhere in the City limits. The content is not <br />the concern, it's the context. He stated he would be making the same argument for any <br />industry specifically prohibited by any legislation after the constituents of this State voted <br />to make the industry lawful. <br />3 <br />
