Council Minutes of 6-20-2017 <br />This is a task done a few times a year to keep the budget balanced. The <br />Committee voted 3-0 to recommend the Ordinance to Council with suspension. <br />• Discussed next was Resolution 2017-44. A Resolution adopting the Alternative <br />Tax Budget of the City of North Olmsted for the fiscal year beginning January 1, <br />2018, and submitting the same to the Cuyahoga County Fiscal Officer and its <br />Budget Commission, and declaring an emergency. The County can't take the <br />funds from the City without the City justifying the needs. This is for bonds, <br />retirements and pensions, and levies. This is a task that must be completed each <br />year. The Committee voted 3-0 to recommend to Council with suspension. <br />Councilman Kearney Vice Chairman of the Recreation, Public Parks and Buildings <br />Committee: <br />The Recreation, Public Parks and Buildings Committee met on Wednesday, June 7, 2017 <br />at 7:10 p.m. Present were committee members Kearney and Schumann; Council members <br />Hemann, Limpert, Rahm and Williamson; Council President Jones; Mayor Kennedy and <br />guests. <br />• Discussed was Ordinance 2017-43. An Ordinance dispensing with the RFP <br />process and authorizing the Mayor to enter into a contract with John Patrick <br />Picard Architect, Inc. for the purpose of providing architectural services for the <br />Old Town Hall Renovation Project, and declaring an emergency. This firm has a <br />good running relationship with the City. They have already started studying the <br />project. One of their strong suits is working on historic sites. Remodeling is being <br />down to utilize the space for Mayor's Court and potentially other functions. The <br />Committee voted 2-0 to recommend the Ordinance with suspension. <br />Councilwoman Hemann Chairwoman of the Intra -Governmental Relations Committee: <br />The Intra -Governmental Relations Committee met on Wednesday, June 7, 2017 at 7:27 <br />p.m. Present were committee members Hemann, Limpert and Kearney; Council members <br />Rahm, Schumann and Williamson; Council President Jones; Mayor Kennedy and guests. <br />• Discussed was Resolution 2017-41. A Resolution opposing proposed reductions <br />in funding for Federal programs that are critical to municipal services and <br />essential to the residents of the City of North Olmsted, Ohio, and declaring an <br />emergency. Council President Jones introduced and explained the Resolution in <br />opposition to President Trump's budget proposal named "America First: A <br />Budget Blueprint to Make America Great Again." The budget would increase <br />defense funding by 54 billion dollars and proposes to offset the increase in <br />defense funding by stripping money from more than 18 federal agencies, many of <br />which disperse funding to state and local programs. President Jones outlined the <br />City of North Olmsted could potentially be impacted in areas that affect hot lunch <br />meals at the Senior Center, funding for Community Development Block Grant <br />Funds for things like sidewalks, Department of Justice funding which sponsors <br />bulletproof vest programs and FEMA sponsored firefighter equipment. Council <br />engaged in a robust discussion regarding the possible impact to not only the <br />City's funding, but the school budget as it might affect that as well. All members <br />present engaged in the discussion and agreed it would be to the City's benefit to <br />pass the Resolution and pass it on to County and State government officials to <br />2 <br />
