Council Minutes of 6-20-2017 <br />Mr. Burns stated the Alternative Tax Budget which is before Council is a document that <br />authorizes the collection of property taxes for the coming year. The only exception to it is <br />the voted levy taxes. He said voted levies are voters giving the City the right to collect <br />enough money to pay the debt service on that particular debt, no more and no less. He <br />said in the past, the City had a situation where it ended up with a large balance in the <br />voted levy fund. He said it looks to him based on the current numbers in the tax budget <br />the City is heading that way again on two voted levy funds in existence today. Mr. Burns <br />asked that Ordinance 2017-44 be sent back in Committee so it can be discussed. If <br />Council felt it has to pass tonight he requested time be set aside in a Finance Committee <br />meeting where this can be discussed. He stated it can be put back in committee because <br />while the filing deadline is around July 201h he believed a three month suspension until <br />September could be granted to file it. Therefore, it can be discussed and voted on in <br />August. <br />Mr. Burns stated his second problem is the June 6 Council meeting, which five items <br />were on first reading on the agenda, was followed by a Committee meeting on June 7. <br />Four of the five items were discussed at the Committee meeting and are subject to <br />suspension tonight. Typically, Council uses the middle Tuesday between the two <br />meetings to hold their committee meetings. He stated people would have been expecting <br />the Committee meeting on this to be June 13 instead of June 7t". The week gives the <br />public and interested parties that might be subject to the ordinances time to get a copy <br />and to review and make recommendations. He thought it was unfair the Committee <br />meetings were held that soon after the Council meeting without giving the public and <br />interested parties time to find out what is in them. <br />LEGISLATION <br />Ordinance 2017-40 introduced by Mayor Kennedy and was given its second reading. An <br />Ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2017, and <br />declaring an emergency. Councilman Kearney made a motion to suspend the rules <br />requiring three readings as this was discussed in Committee and is time sensitive. The <br />motion was seconded by Councilman Schumann and passed unanimously. Councilman <br />Kearney moved for adoption. The motion was seconded by Councilman Schumann and <br />passed unanimously. Ordinance 2017-40 adopted 6-0. <br />Resolution 2017-41 introduced by Council President Jones on behalf of herself, <br />Councilmembers Hemann, Kearney, Limpert, Rahm, Schumann and Williamson and was <br />given its second reading. A Resolution opposing proposed reductions in funding for <br />Federal programs that are critical to municipal services and essential to the residents of <br />the City of North Olmsted, Ohio, and declaring an emergency. Councilwoman Hemann <br />made a motion to suspend the rules requiring three readings as this was discussed in <br />Committee and discussed in Caucus this evening. The motion was seconded by <br />Councilman Limpert and passed unanimously. Councilwoman Hemann moved for <br />adoption. The motion was seconded by Councilman Limpert and passed unanimously. <br />Resolution 2017-41 adopted 6-0. <br />rd <br />
