The Director of Law felt it was important to take a principled <br />position and stated he would do it again. <br />• A few years ago the City had a resident who had a pig in the backyard. This had <br />been an ongoing issue with the resident. The City had several property <br />maintenance charges levied against her. She was found guilty on two of them and <br />she has appealed the ruling to the District Court of Appeals. <br />• This Friday, the City will undertake a mediation with the City of North Olmsted <br />School District with the purpose of seeking a resolution on the dispute of the Pine <br />property. <br />• In the past couple of weeks, the Law Department had the opportunity to have a <br />meeting with an insurance carrier to discuss allocation of risk in certain activities <br />the City is involved in and even if not directly involved, when people use city <br />property. There was a good discussion with the representative about what they <br />would like to see moving forward in our limiting risks. One of the big ones was <br />amusement rides. Unfortunately, in a very short time after the meeting we saw the <br />accident at the State Fair in Columbus. If something like that happened in North <br />Olmsted, it would be a tragedy and everyone would be getting sued whether they <br />thought it was justified or not. As a result of this meeting the City is going to <br />make some good decisions moving forward involving risk and hopefully nothing <br />like that would ever happen here. <br />Director of Finance Copfer: <br />• The December 31St, 2016 CAFR was filed with the GFOA on July 25th. The <br />general purpose statements were filed at the end of May with the State Auditor's <br />office. The December 2016 PAFR was completed and filed with the GFOA <br />yesterday and the plan is to have it mailed around the third week of August. <br />• The Finance Department has been working on various other projects such as <br />health care, phone system upgrades, deferred compensation and sewer rate <br />studies. <br />• The Finance Director attended the Tax Incentive Review Council meeting with <br />the County today. She presented the City CRA with Aloft and Great Northern <br />TIF. They are 2016 reports filed with the State. Both were approved for <br />compliance and recommended for continuation. <br />Councilman Schumann Chairman of the Building, Zoning and Development Committee: <br />The Building, Zoning and Development Committee met on Tuesday, August 1, 2017 at <br />7:10 p.m. Present were committee members Schumann, Rahm and Williamson; Council <br />members Brossard, Hemann, Kearney and Limpert; Mayor Kennedy, Director of <br />Planning & Development Lieber, Director of Safety & Service Glauner and guests. <br />• Discussed was CMS 17-8432, North Olmsted Evangelical Friends Church. This is <br />a 10,000 square foot addition to the front of the building and parking lot <br />expansion to the North. It was recommended to Council with the Planning and <br />Design Commission recommendations. <br />Councilman Schumann made a motion to approve CMS 17-8432 North Olmsted <br />Evangelical Friends Church. The motion was seconded by Councilman Rahm and passed <br />unanimously. CMS 17-8432 approved 7-0. <br />2 <br />
