Council Minutes of 9-5-2017 <br />• In respect to the sidewalk program discussed in Committee tonight, I did meet this <br />week with Director Lieber to formulate the different options. I also have a <br />meeting scheduled with the Law Director from Lakewood so we can discuss how <br />they handle their program and maybe get some ideas from them as well. <br />Director of Finance Copfer: <br />• The June 30`h statements and quarterly review were sent out on August 25`" in e- <br />mail. If you have any questions, please contact me. <br />Councilman Kearney Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, August 22, 2017 at 7:00 p.m. Present were <br />committee members Kearney, Schumann and Rahm; Council members Brossard, Limpert <br />and Williamson; Director of Safety & Service Glauner, Director of Planning & <br />Development Lieber, Economic Development Manager Myers and guests. <br />• Discussed was Resolution 2017-57. A Resolution approving the award of a job <br />creation grant to CommutAir and further authorizing the Mayor to enter into a <br />grant agreement; and declaring an emergency. CommutAir is a subcontractor for <br />United Air. They are currently headquartered in Vermont and soon be <br />headquartered here. They currently have 136 employees here with a $5.5 million <br />dollar payroll. By 2019 they plan to have 217 employees with a $12.3 million <br />dollar payroll. This will be a seven year job creation grant with 50% of <br />incremental income going toward the grant the first year and down to 40% <br />through the seven years. The committee voted 3-0 to recommend with suspension. <br />Councilwoman Williamson Chairwoman of the Streets and Transportation Committee: <br />The Streets and Transportation Committee met on Tuesday, August 22 at 7:17 p.m. <br />Present were committee members Williamson and Limpert; Council members Brossard, <br />Kearney, Rahm and Schumann; Director of Safety & Service Glauner, Director of <br />Planning & Development Lieber and guests. <br />• Discussed was Ordinance 2017-58. An Ordinance to allow the upgrade of traffic <br />signals and signal systems along Brookpark Road (SR -17), Great Northern <br />Boulevard (SR -252), Columbia Road, Cedar Point Road, Country Club Boulevard <br />and Butternut Ridge Road in the City of North Olmsted, and declaring an <br />emergency. Director Lieber explained this Ordinance is the preliminary <br />agreement between the City and the Ohio Department of Transportation for Phase <br />II of the Signal Project. This is the first step which establishes the agreement and <br />responsibilities of each party. Phase II will cover the remaining 22 of our 52 <br />traffic signals. The committee voted 2-0 to recommend with suspension. <br />The Streets and Transportation Committee also met on Tuesday, September 5 at 7:22 <br />p.m. Present were committee members Williamson, Hemann and Limpert; Council <br />members Brossard, Kearney, Rahm and Schumann; Council President Jones; Mayor <br />Kennedy, Director of Finance Copfer, Director of Human Resources Gallo, Law Director <br />Gareau, Director of Safety & Service Glauner, Director of Planning & Development <br />Lieber and guests. <br />6 <br />
