Council Minutes of 9-5-2017 <br />in the hospital. He is now on disability and is financially and physically unable to fix his <br />driveway. He has also had open heart surgery in April and September of 2016. He said he <br />is not the only person who is going through things financially and physically who are <br />getting citations. He said he keeps his house kept up well, he is just asking for some <br />assistance with the driveway. He said he tried getting a loan, but is unable to. He said he <br />was able to get an extension from the Building Department until April. He said he has to <br />choose between his medication and saving up to fix the driveway. He said he isn't asking <br />for a handout, but he is asking for some assistance. <br />The Mayor said he would meet with him the next day to discuss the issue. <br />LEGISLATION <br />Ordinance 2017-46 introduced by Mayor Kennedy and was given its third reading. An <br />Ordinance amending Chapter 1135 "One and Two Family Residence Districts" of <br />Chapter Eleven of the Codified Ordinances of the City of North Olmsted titled "Planning <br />and Zoning Code," for the purpose of implementing zoning code changes proposed by <br />the City of North Olmsted Planning and Design Commission, as amended. Councilman <br />Schumann moved for adoption. The motion was seconded by Councilman Rahm and <br />passed unanimously. Ordinance 2017-46 adopted 7-0. <br />Resolution 2017-52 introduced by Mayor Kennedy and was given its third reading. A <br />Resolution authorizing the Director of Finance to solicit statements of qualifications <br />("SOQs") from qualified individuals or firms to provide professional services related to <br />employee retirement investment options in addition to those offered by the State of Ohio <br />Deferred Compensation Program; and further authorizing the Mayor, subject to approval <br />of the Board of Control, to enter into a personal services contract with the individual or <br />firm selected, and declaring an emergency. Councilman Kearney moved for adoption. <br />The motion was seconded by Councilman Schumann and passed unanimously. <br />Resolution 2017-52 adopted 7-0. <br />Ordinance 2017-53 introduced by Mayor Kennedy and was given its third reading. An <br />Ordinance accepting a deed from Warren P. Geiger and/or his successors in interest, <br />donating land to the City of North Olmsted. Councilman Kearney moved for adoption. <br />The motion was seconded by Councilman Schumann and passed unanimously. Ordinance <br />2017-53 adopted 7-0. <br />Ordinance 2017-55 introduced by Councilmembers Schumann and Rahm and was given <br />its third reading. An Ordinance amending Section 375.03 of the Traffic Code entitled <br />"Snowmobiles, Off -Highway Motorcycles and All Purpose Vehicles; Code Application; <br />Prohibited Operation" in order to increase nuisance regulations, and declaring an <br />emergency. Councilman Rahm moved for adoption. The motion was seconded by <br />Councilman Schumann and passed 6-1. Ordinance 2017-55 adopted 6-1. <br />Councilman Limpert made a comment with his yes vote. I applaud my Council peers for <br />trying to propose a solution to a problem for several of our residents and I think this is a <br />step in the right direction. I hope that we evaluate this and in the future have a little more <br />discussion to come up with the best solution possible. My vote is yes. <br />5 <br />
