Council Minutes of 10-17-2017 <br />Control, to contract for the same with the lowest and best bidder, and declaring an <br />emergency. Director Glauner explained this contract is needed to purchase all <br />related materials for all streets not ready for an overlay. The repair work will <br />involve joint cutting and concrete which will ultimately extend the life of the <br />road. This Resolution will ensure we receive the best price point possible for all <br />materials. The committee voted to recommend to Council 3-0. <br />Councilman Schumann Chairman of the Building, Zoning & Development Committee: <br />The Building, Zoning & Development Committee met on Tuesday, October 17, 2017 at <br />6:50 p.m. Present were committee members Schumann, Rahm and Williamson; Council <br />members Brossard, Hemann and Limpert; Mayor Kennedy, Director of Law Gareau, <br />Director of Safety & Service Glauner, Director of Planning & Development Lieber and <br />guests. <br />• Discussed first was CMS 17-9546 Swensons located at 27195 Lorain Road. The <br />existing restaurant and site location will be demolished to construct a new 1700 <br />square foot building and facilities for an old school drive-in restaurant instead of a <br />drive through. This is at the corner of Lorain and Dover Center road. Two full <br />curb access are proposed, one on each roadway. The size and shape of the lot <br />created challenges for meeting building and yard setbacks, which are greatest in <br />the B-3 General Business District. Furthermore, because the restaurant is a drive- <br />in rather than offering inside seating, the parking lot functions as the restaurant <br />seating area. Setback variances were granted for the building and most yards. In <br />return, the applicant took more effort to add landscape, hardscape and other <br />aesthetic features that will make this project a great addition. The project area <br />abuts single family residential development to the south and east and the applicant <br />took care to propose fencing and landscaping in the setback area that will achieve <br />effective screening. A new trash enclosure was also proposed. The committee <br />voted to recommend to Council 3-0 with the Planning & Design Commission <br />recommendations. <br />Councilman Schumann made a motion to approve with Planning & Design Commission <br />recommendations CMS 17-9546 Swensons located at 27195 Lorain Road. The motion <br />was seconded by Councilman Rahm and passed unanimously. CMS 17-9546 approved 7- <br />0. <br />• Discussed next was CMS 17-8799 Blue Falls Car Wash located at 23459 Lorain <br />Road. The current building will be demolished and a new building and site <br />improvements will be constructed. The building is composed of an EIFS panel <br />system over a stone base with storefront glass, decorative louvers, metal fascia <br />and an acrylic roof system. Vacuum stations are proposed along the eastern drive. <br />Ornamental landscaping is provided around the perimeter and parking is sufficient <br />for the proposed use. New site lighting is proposed and the discussed hours of <br />operation sounded reasonable. The committee voted to recommend to Council 3-0 <br />with the Planning & Design Commission recommendations. <br />Councilman Schumann made a motion to approve with Planning & Design Commission <br />recommendations CMS 17-8799 Blue Falls Car Wash located at 23459 Lorain Road.
