Council Minutes of 11-21-2017 <br />The Building, Zoning and Development Committee met on Tuesday, November 21, 2017 <br />at 7:00 p.m. Present were committee members Schumann, Rahm and Williamson; <br />Council members Brossard and Kearney; Mayor Kennedy, Director of Planning & <br />Development Lieber, Michelle Wheadon from Tails from the City and guests. <br />• Discussed first was CMS 17-10125 Tails from the City, located at 23130 Lorain <br />Road. This is a proposal consisting of a Conditional Use Permit for animal <br />services in the B-1 Local Business District. This space will provide a storefront <br />for people looking to adopt an animal. Cats will sometimes be kept overnight for <br />weekend adoption events, but will be returned to a shelter outside the City once <br />the events are over. The storefront will provide a place for people to meet an <br />animal without having to go to the shelter. All animals will be spayed and <br />neutered. No animals will be accepted at the location. The committee voted 3-0 to <br />recommend to Council. <br />Councilman Schumann made a motion to approve CMS 17-10125 Tails from the City, <br />located at 23130 Lorain Road. The motion was seconded by Councilman Rahm and <br />passed unanimously. CMS 17-10125 approved 6-0. <br />The Building Zoning and Development Committee met again on Tuesday, November 21, <br />2017 at 7:30 p.m. Present were committee members Schumann, Rahm and Williamson; <br />Council members Brossard, Kearny and Limpert; Council President Jones; Mayor <br />Kennedy, Director of Finance Copfer, Director of Law Gareau, Director of <br />Safety/Service Glauner, Director of Planning & Development Lieber and guests. <br />• Discussed was Ordinance 2017-76. An Ordinance amending Chapter 1145 <br />Limited Industry -Industrial Park District" of Chapter Eleven of the Codified <br />Ordinances of the City of North Olmsted titled "Planning and Zoning Code," for <br />the purpose of implementing zoning code changes proposed by the City of North <br />Olmsted Planning and Design Commission. After much discussion, the committee <br />voted 3-0 to hold Ordinance 2017-76 in committee. <br />Councilman Limpert Chairman of the Environmental Control Committee: <br />The Environmental Control Committee met on Tuesday, November 14, 2017 at 7:10 p.m. <br />Present were committee members Limpert and Brossard; Council members Kearney, <br />Rahm, Schumann and Williamson; Council President Jones; Director of Safety/Service <br />and guests. <br />• Discussed was Ordinance 2017-79. A Resolution authorizing the Mayor to <br />purchase replacement parts from Pelton Environmental Products, at a cost of <br />$58,113.61, for the centrifuge at the Wastewater Treatment Plant, and declaring <br />an emergency. Director Glauner noted the purpose of these parts was to create a <br />secondary part inventory to ensure if the centrifuge went down there would be <br />parts to replace the centrifuge. The City has two centrifuges and can operate both <br />in a significant rain event and it is important to have redundancy as we have <br />owned them for a few years now.
