Council Minutes of 11-21-2017 <br />Treatment Plant, and declaring an emergency. Councilman Limpert moved to suspend the <br />rules requiring three readings as this was discussed in committee and is time sensitive. <br />The motion was seconded by Councilman Brossard and passed unanimously. <br />Councilman Limpert moved to adopt Resolution 2017-79. The motion was seconded by <br />Councilman Brossard and passed unanimously. Resolution 2017-79 adopted 6-0. <br />Ordinance 2017-80 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance amending the rates of compensation for various administrative and legislative <br />personnel for the years 2018, 2019 and 2020 by increasing the salary ranges two and one- <br />half percent (2.5%) in 2018 and 2019 and two percent (2%) in 2020 for full-time and <br />part-time positions, and otherwise restate the compensation rates and descriptions for <br />various administrative and legislative personnel for the years 2018, 2019 and 2020, and <br />declaring an emergency. <br />Ordinance 2017-81 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2017, and <br />declaring an emergency. <br />Resolution 2017-82 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution dispensing with the RFP process and authorizing the Mayor to enter into a <br />contract with CT Consultants, Inc. for the purpose of providing analytical services <br />relative to the operation of the southern interceptor of the Sanitary Sewer Collection <br />System, and declaring an emergency. Councilman Limpert moved to suspend the rules <br />requiring three readings and formal committee review as this was heard in caucus and is <br />time sensitive. The motion was seconded by Councilman Brossard and passed <br />unanimously. Councilman Limpert moved to adopt Resolution 2017-82. The motion was <br />seconded by Councilman Brossard and passed unanimously. Resolution 2017-82 adopted <br />6-0. <br />Ordinance 2017-83 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance amending various sections of Chapter 911 entitled "Sewers Generally," <br />Chapter 915 entitled "User Charge System," and Chapter 917 entitled "Industrial <br />Pretreatment" all of the Streets, Utilities and Public Services Code in order to comply <br />with EPA regulations, and declaring an emergency. <br />Ordinance 2017-84 was introduced and placed on first reading by Councilman Limpert. <br />An Ordinance amending the Traffic Control File of the City of North Olmsted to create a <br />right turn only lane between the hours of 6:30 a.m. and 9:30 a.m., Monday through <br />Friday, in the right lane of northbound Stearns Road, south of the I-480 entrance ramp to <br />accommodate traffic entering I-480. <br />Ordinance 2017-85 was introduced and placed on first reading by Councilman Limpert. <br />An Ordinance repealing Section 537.16 "Permitting Minors to Play Billiards or Pool' of <br />Chapter 537 of the North Olmsted Codified Ordinances entitled "Offenses Against <br />Persons." <br />5 <br />
