Council Minutes of 12-05-2017 • Discussed was Ordinance 2017-84. An Ordinance amending the Traffic Control File of the City of North Olmsted to create a right turn only lane between the hours of 6:30 a.m. and 9:30 a.m., Monday through Friday, in the right lane of northbound Stearns Road, south of the I-480 entrance ramp to accommodate traffic entering I-480. Councilman Limpert explained the proposal to make the far right lane a right turn only lane during the work week to assist with traffic congestion of early morning commuters. The traffic restriction will only be enforced Monday through Friday from 6:30 a.m. until 9:30 a.m. The committee voted 3-0 to recommend to Council. Councilman Limpert Chairman of the Environmental Control Committee: The Environmental Control Committee met on Tuesday, November 28, 2017 at 7:47 p.m. Present were committee members Limpert, Brossard and Hemann; Council members Kearney, Rahm, Schumann and Williamson; Council President Jones; Director of Safety & Service and guests. • Discussed was Ordinance 2017-83. An Ordinance amending various sections of Chapter 911 entitled "Sewers Generally," Chapter 915 entitled "User Charge System," and Chapter 917 entitled "Industrial Pretreatment" all of the Streets, Utilities and Public Services Code in order to comply with EPA regulations, and declaring an emergency. Director Glauner noted the purpose was to amend the code to align with the Ohio EPA in accordance with its routine review of plant rules, and regulations of its operating systems. Questions by Councilwoman Hemann around the removal of Section D, Affirmative Defenses, of Section 917.99 were answered by Director Glauner. The committee voted 3-0 to recommend to Council. Councilman Limpert made a motion to amend Ordinance 2017-83 as there were changes to the exhibits. The motion was seconded by Councilwoman Hemann and passed unanimously. Ordinance 2017-83 amended by a vote of 7-0. Councilman Rahm Chairman of the Public Safety, Health and Welfare Committee: The Public Safety, Health and Welfare Committee met on Tuesday, November 28, 2017 at 7:56 p.m. Present were committee members Rahm, Williamson and Brossard; Council members Hemann, Kearney, Limpert and Schumann; Council President Jones; Director of Safety & Service and guests. • Discussed was Ordinance 2017-85. An Ordinance repealing Section 537.16 "Permitting Minors to Play Billiards or Pool" of Chapter 537 of the North Olmsted Codified Ordinances entitled "Offenses Against Persons." Councilmembers asked questions and discussed with the Director of Safety & Service the specifics pertaining to the Ordinance. The committee voted 3-0 to recommend to Council.
