Council Minutes of 12-05-2017
Mr. Sturgeon said he believes making Stearns Road a right turn on red is a good thing.
He said the City did the same thing on Clague Road and it made a huge difference.
Mr. Sturgeon also said another thing that concerns him is the cross walk going into
Clague Park on Clague Road. He said the current setup is not safe and he wonders if there
is a better and safer way to help people cross there. He encouraged Council to try using it
sometime to see what he means. He thinks part of the problem is the lights are so high
and they should be more at eye level. He would like the City to look into this and see
what some other cities do and try to come up with something safer.
Mr. Sturgeon said the last thing is there are signs on Clague and Lorain Road driving him
crazy. He said there is a sign that says no stopping or standing, but a foot above it is a
sign that says RTA Bus Stop.
Council President Jones thanked Mr. Sturgeon for his comments and said that Council
would look into these issues.
Jim Burns
North Olmsted Chamber of Commerce
30119 Lorain Road
Mr. Burns apologized for not being able to attend the committee meeting regarding
Ordinance 2017-83. He wanted to know if the changes in Section 917.06(G) in the
second paragraph that had to deal with affirmative action and in Section 917.99(D)(2)
also regarding affirmative action was requested by the Ohio EPA or by the City.
Councilwoman Hemann responded those were deletions requested by the EPA because it
was actually an affirmative defense that no longer applied to our situation.
Director Glauner responded this is a change mandated by the EPA.
LEGISLATION
Resolution 2017-78 was introduced by Mayor Kennedy and was given its third reading.
A Resolution authorizing the Director of Public Service to advertise for bids for the
award of a contract to purchase asphalt & stone materials, as detailed by specifications on
file, and authorizing the Mayor, following approval of the Board of Control, to contract
for the same with the lowest and best bidder. Councilman Kearney moved for adoption.
The motion was seconded by Councilman Schumann and passed unanimously.
Resolution 2017-78 adopted 7-0.
Ordinance 2017-80 was introduced by Mayor Kennedy and was given its second reading.
An Ordinance amending the rates of compensation for various administrative and
legislative personnel for the years 2018, 2019 and 2020 by increasing the salary ranges
two and one-half percent (2.5%) in 2018 and 2019 and two percent (2%) in 2020 for full-
time and part-time positions, and otherwise restate the compensation rates and
11
