Council Minutes of 1-16-2018 <br />• Discussed was Resolution 2018-1. A Resolution determining to proceed to submit <br />to the electors of the City the question of issuing bonds, in the aggregate principal <br />amount of $44,800,000, for the purpose of improving the City's park and <br />recreational facilities by constructing, renovating, remodeling, adding to, <br />furnishing, equipping and otherwise improving facilities for aquatics, basketball, <br />volleyball, ice skating, fitness, indoor and outdoor walking and gymnastics, ball <br />fields, public spaces, locker rooms and spaces for related and supporting activities <br />at the Recreation Center Complex; improving North Olmsted Community Park by <br />constructing, furnishing, equipping and otherwise improving a new football and <br />soccer field, a band shell and performance stage, an all-purpose trail, playgrounds, <br />bocce courts, parking areas and related supporting facilities; and improving <br />existing ball fields, restrooms and other facilities, and improving Barton and <br />Bradley Park by improving existing facilities and providing supporting site, street <br />and sidewalk improvements; in each case together with the necessary <br />appurtenances and work incidental thereto; and declaring an emergency. Many <br />questions were asked and answered and a lot of information was provided. The <br />concerns Council held regarding operating expenses were covered along with <br />other issues. The Committee voted 3-0 to recommend to Council. <br />Councilman Brossard Chairman of the Public Safety, Health and Welfare Committee: <br />The Public Safety, Health and Welfare Committee met on Tuesday, January 9, 2018 at <br />7:00 p.m. Present were committee members Brossard and Williamson; Council members <br />Glassburn, Hemann, Kearney and Schumann; Mayor Kennedy, Director of Finance <br />Copfer, Director of Safety & Service Glauner, and guests. <br />• Discussed was Ordinance 2018-4. An Ordinance amending Section 505.15 <br />entitled "Keeping, Maintaining and Feeding of Wild Animals" of Chapter Five of <br />the Codified Ordinances of the City of North Olmsted in order to include Geese, <br />Ducks and Waterfowl, in the definition of wild animals, and declaring an <br />emergency. After an explanation given by Councilwoman Hemann about the need <br />to eliminate nuisance conditions related to the feeding of certain wildlife that were <br />not previously specified within the existing Ordinance a motion was made by <br />Councilman Brossard and seconded by Councilwoman Williamson to recommend <br />approval to Council. The motion passed 2-0. <br />• Discussed next was Liquor Permit 5401988 known as MME Restaurant Corp <br />doing business as Old Vienna Restaurant located at 30111 Lorain Road. There <br />was no objection from the Police Department. The Committee voted 2-0 to not <br />obj ect. <br />Councilman Brossard made a motion not to object to Liquor Permit 5401988 MME <br />Restaurant Corp., doing business as Old Vienna Restaurant. The motion was seconded by <br />Councilwoman Williamson and passed unanimously. Liquor Permit 5401988 MME <br />Restaurant Corp., not objected to by a vote of 7-0. <br />• Discussed last was Liquor Permit 2882070 Frankies Pizza Inc., located at 4631-41 <br />Great Northern Blvd. There was no objection from the Police Department and the <br />Committee voted 2-0 to no object. <br />S <br />
