Council Minutes of 1-16-2018 <br />Resolution 2018-1 was introduced by Mayor Kennedy and was given its second reading. <br />A Resolution determining to proceed to submit to the electors of the City the question of <br />issuing bonds, in the aggregate principal amount of $44,800,000, for the purpose of <br />improving the City's park and recreational facilities by constructing, renovating, <br />remodeling, adding to, furnishing, equipping and otherwise improving facilities for <br />aquatics, basketball, volleyball, ice skating, fitness, indoor and outdoor walking and <br />gymnastics, ball fields, public spaces, locker rooms and spaces for related and supporting <br />activities at the Recreation Center Complex; improving North Olmsted Community Park <br />by constructing, furnishing, equipping and otherwise improving a new football and <br />soccer field, a band shell and performance stage, an all-purpose trail, playgrounds, bocce <br />courts, parking areas and related supporting facilities; and improving existing ball fields, <br />restrooms and other facilities, and improving Barton and Bradley Park by improving <br />existing facilities and providing supporting site, street and sidewalk improvements; in <br />each case together with the necessary appurtenances and work incidental thereto; and <br />declaring an emergency. <br />Resolution 2018-3 was introduced by Mayor Kennedy and was given its second reading. <br />A Resolution authorizing the Director of Human Resources to solicit RFP's for a <br />consultant to provide a communication "fiber ring" survey, analysis and <br />recommendations and, subject to approval of the Board of Control, additionally <br />authorizing the Mayor to enter into a contract for such services, and declaring an <br />emergency. Councilman Schumann moved to suspend the rules requiring three readings <br />as this was discussed in committee and is time sensitive. The motion was seconded by <br />Councilman Brossard and passed unanimously. Councilman Schumann moved to adopt <br />Resolution 2018-3. The motion was seconded by Councilman Brossard and passed <br />unanimously. Resolution 2018-3 adopted 7-0. <br />Ordinance 2018-4 was introduced by Councilwoman Hemann and was given its second <br />reading. An Ordinance amending Section 505.15 entitled "Keeping, Maintaining and <br />Feeding of Wild Animals" of Chapter Five of the Codified Ordinances of the City of <br />North Olmsted in order to include Geese, Ducks and Waterfowl, in the definition of wild <br />animals, and declaring an emergency. Councilwoman Hemann moved to suspend the <br />rules requiring three readings as this was discussed in committee and is time sensitive. <br />The motion was seconded by Councilman Brossard and passed unanimously. <br />Councilwoman Hemann moved to adopt Ordinance 2018-4. The motion was seconded by <br />Councilman Brossard and passed 6-1. Councilman Glassburn voted No. Ordinance 2018- <br />4 adopted 6-1. <br />Ordinance 2018-5 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance amending Chapter 721 of the Business Regulation Code, entitled "Peddlers, <br />Solicitors and Temporary Businesses," in order to prohibit transient vendors and the <br />licensing of temporary places of business. <br />Ordinance 2018-6 was introduced and placed on first reading by Mayor Kennedy.
