Council Minutes of 2-20-2018 <br />Resolution 2018-13 was introduced by Mayor Kennedy on behalf of himself and <br />Councilman Glassburn and was given its second reading. A Resolution authorizing the <br />Director of Planning & Development to solicit proposals for a contract to demolish and <br />remove a dangerous building located at 4033 Walter Road, as a public nuisance; and <br />further authorizing the demolition costs to be certified as a tax lien pursuant to Ohio <br />Revised Code Section 715.261 and Section 1363.108.7 of the Codified Ordinances, and <br />declaring an emergency. <br />Ordinance 2018-14 was introduced by Mayor Kennedy on behalf of himself and Council <br />President Jones and was given its second reading. An Ordinance amending Section <br />1363.302.8 of Chapter 1363 of the Real Property Maintenance Code entitled "Sidewalks, <br />Parking Areas and Driveways," in order to provide modified standards for enforcement, <br />and declaring an emergency. Councilman Limpert moved to suspend the rules requiring <br />three readings as this was discussed in committee and is time sensitive. The motion was <br />seconded by Councilman Kearney and passed unanimously. Councilman Limpert moved <br />for adoption. The motion was seconded by Councilman Kearney and passed 7-0. <br />Ordinance 2018-14 adopted 7-0. <br />Councilman Glassburn voted yes with comment. I would like to once again thank the <br />Administration for taking the time to simplify and clarify the standards for this section of <br />the Code. I think it will be very helpful for residents in Ward Il. <br />Ordinance 2018-15 was introduced by Council President Jones on behalf of herself and <br />Council members Brossard, Hemann and Kearney and was given its second reading. An <br />Ordinance repealing Ordinance 2017-69, which suspended for six (6) months the <br />enforcement of Section 1363.302.8 of Chapter 1363 of the Real Property Maintenance <br />Code entitled "Sidewalks, Parking Areas and Driveways," and declaring an emergency. <br />Councilman Limpert moved to suspend the rules requiring three readings as this was <br />discussed in committee. The motion was seconded by Councilman Kearney and passed 6- <br />1. Councilman Glassburn voted no. Councilman Limpert moved for adoption. The <br />motion was seconded by Councilman Kearney and passed 6-1. Councilman Glassburn <br />voted no. Ordinance 2018-15 adopted 6-1. <br />Councilman Glassburn voted no with comment. The Administration when it implemented <br />this six month moratorium sent letters and communications to the residents that were <br />impacted by this legislation. To repeal this early under suspension I believe will <br />unnecessarily add confusion. <br />Resolution 2018-16 was introduced by Mayor Kennedy and was given its second reading. <br />A Resolution declaring the necessity of the construction and repair of certain sidewalks in <br />the City of North Olmsted by the abutting property owners; the construction, repair and <br />assessment of the costs of sidewalks in certain cases by the City, and declaring an <br />emergency. Councilman Limpert moved to suspend the rules requiring three readings as <br />this was discussed in committee and is time sensitive. The motion was seconded by <br />Councilman Kearney and passed unanimously. Councilman Limpert moved for adoption. <br />The motion was seconded by Councilman Kearney and passed unanimously.
