Council Minutes of 2-6-2018 <br />• I wanted to thank the Mayor for the opportunity to have these fine people sworn <br />in at the Council Meetings. It never gets old for me. <br />• The City of North Olmsted v. Kim Rock was argued in the 8th District Court of <br />Appeals today. This is a property maintenance violation. Ms. Rock was convicted <br />in 2017 for a property maintenance violation. She was previously convicted for <br />having a pig living in her backyard. This is not related to the pig, but a separate <br />property maintenance issue. We should expect a result in the next 60 to 90 days. <br />• Our long-time member of the community, who served this body, Janet Saringer is <br />ill. She is in a situation where her health is not doing well. She is in Florida and <br />served almost 30 years as a Council President, Councilmember of Ward II and <br />Councilmember At -Large. I had the opportunity work with her and she is a great <br />person and has a great family. Her son Bill, is a police officer here in North <br />Olmsted. <br />• I'm here with you tonight, but it is my son William's 14th birthday. <br />Director of Finance Copfer: <br />• The recreation levy documents were filed properly. Other than checking the ballot <br />language when the draft ballot is released, everything is set for May. <br />• The year 2017 is closed and I meant to ask my secretary to send out the financials <br />to you today, but I will ask her to do so tomorrow. <br />• The City upgraded the MUNIS system last week. There are some ongoing <br />printing issues we are still resolving, but the processing time is much quicker with <br />this version so we are excited about it. <br />Council President Jones, Committee of the Whole: <br />The Committee of the Whole met Tuesday, January 23, 2018 at 7:55 p.m. Present were <br />Council members Brossard, Glassburn, Hemann, Kearney, Limpert, Schumann and <br />Williamson; Council President Jones; Mayor Kennedy, Director of Law Gareau, Director <br />of Safety & Service Glauner, Director of Human Resources Gallo, Director of Planning <br />& Development Lieber, Building Commissioner Grusenmeyer and guests. <br />• Discussed was the moratorium Council put into place last fall regarding the <br />enforcement of the City's Real Property Maintenance Code. The Administration <br />presented to Council changes being made within the Building Department as far <br />as streamlining the process to request extension of time and also taking into <br />consideration Council and residents' concerns about how the Code is stated. The <br />Administration also presented Council with a new Residential Property <br />Maintenance Abatement Extension Request Form, which will be available to all <br />of Council and our residents. The ongoing discussion with Council will continue. <br />Council has requested a formal update in August to update how the new changes <br />are going with the residents and Building Department. <br />• Also discussed was repealing Ordinance 2017-69, which placed a moratorium on <br />certain property maintenance enforcement for six months. The results of this <br />discussion resulted in an Ordinance being placed on first reading tonight to repeal <br />Ordinance 2017-69. <br />Councilman Kearney Chairman of the Recreation, Public Parks and Buildings <br />Committee: <br />2 <br />
