Council Minutes of 2-6-2018 <br />When possible, the City uses previous equipment from the vehicle being replaced <br />to save money. A motion to recommend approval to Council was made by <br />Councilman Brossard and seconded by Councilwoman Williamson. The <br />Committee voted 3-0 to recommend to Council. <br />Councilwoman Williamson Chairwoman of the Building, Zoning and Development <br />Committee: <br />The Building, Zoning and Development Committee met on Tuesday, January 23, 2018 at <br />7:25 p.m. Present were committee members Williamson, Limpert and Schumann; <br />Council members Brossard, Glassburn, Hemann and Kearney; Council President Jones; <br />Mayor Kennedy, Director of Human Resources Gallo, Director of Safety & Service <br />Glauner, Director of Planning & Development Lieber and guests. <br />• Discussed was Ordinance 2017-76. An Ordinance amending Chapter 1145 <br />"Limited Industry -Industrial Park District" of Chapter Eleven of the Codified <br />Ordinances of the City of North Olmsted titled "Planning and Zoning Code," for <br />the purpose of implementing zoning code changes proposed by the City of North <br />Olmsted Planning and Design Commission. Director Lieber stated the amendment <br />to Chapter 1145 would bring standards and formats in line with the recent updates <br />to the Commercial Districts and other Code chapters. It responded to Industrial <br />District property owners request to permit accessory retail use and improve <br />requirements for landscaping, buffering and screening to protect adjacent <br />residential property, while eliminating redundant, outdated and unnecessary code <br />language. The Committee voted 3-0 to recommend to Council. <br />• Discussed next was Ordinance 2018-5. An Ordinance amending Chapter 721 of <br />the Business Regulation Code, entitled "Peddlers, Solicitors and Temporary <br />Businesses," in order to prohibit transient vendors and the licensing of temporary <br />places of business. Director Lieber explained the purpose of this amendment <br />would eliminate temporary places of business from the Business Regulations <br />Code. These provisions currently conflict with land use regulations in the Zoning <br />Code. These changes would be administered entirely by the Safety Department, <br />with no involvement by the Planning or Building Departments. The City has few <br />requests for these licenses each year. As necessary, regulations for temporary <br />businesses can be rewritten and included in the appropriate sections of the City's <br />Codified Ordinances. The Committee voted 3-0 to recommend to Council. <br />Councilman Schumann Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, January 23, 2018 at 7:45 p.m. Present were <br />committee members Schumann, Brossard and Kearney; Council members Glassburn, <br />Hemann, Limpert and Williamson; Council President Jones; Mayor Kennedy, Director of <br />Safety & Service Glauner, Director of Human Resources Gallo and guests. <br />• Discussed was Resolution 2018-2. A Resolution approving of and authorizing the <br />Mayor to enter into a Collective Bargaining Agreement with the Ohio <br />Patrolman's Benevolent Association, for the Dispatchers, for the period January <br />1, 2018 through December 31, 2020, and declaring an emergency. The agreement <br />includes a 2.5% raise for 2018 and 2019, in 2020 the raise will be 2%. This is <br />comparable to other contracts which have been signed recently. One language <br />11, <br />
