Council Minutes of 2-6-2018 <br />clarification instead of Council deciding if an employee Dispatcher who has been <br />hurt on the job and wants more time off, it will be the Director of Safety & <br />Service that decides and will have no impact on their claim. As per the Director of <br />Safety & Service, Dispatcher's do not get hurt on the job very often. The <br />Committee voted 3-0 to recommend to Council with suspension. <br />• Discussed next was Ordinance 2018-9. An Ordinance authorizing the Mayor to <br />enter into a contract with Harvey, Abens, Iosue Co., LPA to provide professional <br />services for, among other things, developing a comprehensive policy and <br />procedure manual and employee handbook, and providing supervisor/department <br />training, and declaring an emergency. Along with the Ordinance, Council was <br />given a copy of the proposal. They are going to help develop a Policy and <br />Procedure Manual, a handbook and provide Director, Manager and Supervisor <br />training, which will be flexible with multiple classes as needed. It is expected to <br />cost $10,000. The Committee voted 3-0 to recommend to Council. <br />The Finance Committee met again on Tuesday, February 6, 2018 at 7:05 p.m. Present <br />were committee members Schumann and Kearney; Council members Hemann and <br />Williamson; Mayor Kennedy, Director of Finance Copfer, Director of Safety & Service <br />Glauner and guests. <br />• Discussed was Ordinance 2018-10. An Ordinance providing for the issuance and <br />sale of not to exceed $1,728,500 of Notes, in anticipation of the issuance of <br />bonds, to provide funds to pay costs of improving Alden Drive and certain other <br />designated streets between certain termini in the City by reconstructing and <br />rehabilitating the pavement base, adjusting, constructing and reconstructing catch <br />basins, curbs and curb ramps, manholes and utility valve and monument boxes, <br />where necessary, preparing the surface and resurfacing, in each case together with <br />necessary appurtenances and work incidental thereto. This was discussed in the <br />budget discussion. This is a one year note. The Committee voted 2-0 to <br />recommend to Council. <br />• Discussed next was Ordinance 2018-11. An Ordinance providing for the issuance <br />and sale of not to exceed $261,500 of Notes, in anticipation of the issuance of <br />bonds, to provide funds to pay costs of acquiring and installing <br />telecommunications system equipment and network fiber, together with necessary <br />appurtenances and work incidental thereto, for use in carrying out City services <br />and functions. Most of this is going to the new phone system the City is installing. <br />The balance of about $100,000 will go the beginning of putting in the redundancy <br />network.
