Council Minutes of 2-6-2018 <br />and Zoning Code," for the purpose of implementing zoning code changes proposed by <br />the City of North Olmsted Planning and Design Commission. <br />Resolution 2018-2 was introduced by Mayor Kennedy and was given its second reading. <br />A Resolution approving of and authorizing the Mayor to enter into a Collective <br />Bargaining Agreement with the Ohio Patrolman's Benevolent Association, for the <br />Dispatchers, for the period January 1, 2018 through December 31, 2020, and declaring an <br />emergency. Councilman Schumann moved to suspend the rules requiring three readings <br />as this was discussed in committee and is time sensitive. The motion was seconded by <br />Councilman Kearney and passed unanimously. Councilman Schumann moved to adopt <br />Resolution 2018-2. The motion was seconded by Councilman Kearney and passed 5-0. <br />Ordinance 2018-2 adopted 5-0. <br />Ordinance 2018-5 was introduced by Mayor Kennedy and was given its second reading. <br />An Ordinance amending Chapter 721 of the Business Regulation Code, entitled <br />"Peddlers, Solicitors and Temporary Businesses," in order to prohibit transient vendors <br />and the licensing of temporary places of business. <br />Ordinance 2018-6 was introduced by Mayor Kennedy and was given its second reading. <br />An Ordinance establishing a revised Fee and Charge Schedule for the rental of the <br />Community Cabin/Senior Center. <br />Ordinance 2018-7 was introduced by Mayor Kennedy and was given its second reading. <br />An Ordinance amending and restating Section 957.01 of Chapter 957 (Alcoholic <br />Beverages on Public Grounds) of the Codified Ordinances of the City of North Olmsted <br />in order to modify the approval process for permits. <br />Resolution 2018-8 was introduced by Mayor Kennedy and was given its second reading. <br />A Resolution authorizing the Mayor to purchase for Police Department use three (3) new <br />Ford Utility Police Interceptors and related equipment, all through the State Purchase <br />Program; and further authorizing the Mayor to execute all documents necessary to <br />effectuate such purchase, and declaring an emergency. Councilwoman Williamson <br />moved to suspend the rules regarding three readings as this was discussed in committee <br />and is time sensitive. The motion was seconded by Councilman Kearney and passed <br />unanimously. Councilwoman Williamson moved to adopt Resolution 2018-8. The motion <br />was seconded by Councilman Kearney and passed 5-0. Resolution 2018-8 adopted 5-0. <br />Ordinance 2018-9 was introduced by Mayor Kennedy and was given its second reading. <br />An Ordinance authorizing the Mayor to enter into a contract with Harvey, Abens, Iosue <br />Co., LPA to provide professional services for, among other things, developing a <br />comprehensive policy and procedure manual and employee handbook, and providing <br />supervisor/department training, and declaring an emergency. Councilman Schumann <br />moved to suspend the rules regarding three readings as this was discussed in committee <br />and is time sensitive. The motion was seconded by Councilman Kearney and passed <br />unanimously. Councilman Schumann moved to adopt Ordinance 2018-9. The motion was <br />seconded by Councilman Kearney and passed 5-0. Ordinance 2018-9 adopted 5-0. <br />
