Council Minutes of 3-6-2018 <br />along with Insurance Defense Council should the claim be brought as I believe it <br />is without merit. <br />Director of Finance Copfer: <br />• No Report. <br />Councilman Brossard Chairman of the Public Safety, Health and Welfare Committee: <br />The Public Safety, Health and Welfare Committee met on Tuesday, February 27, 2018 at <br />7:00 p.m. Present were committee members Brossard, Williamson and Limpert; Council <br />members Glassburn, Hemann and Kearney; Mayor Kennedy, Director of Human <br />Resources Gallo, Director of Safety & Service Glauner and guests. <br />• Discussed was Resolution 2018-19. An Ordinance amending Section 561.01 of <br />the Codified Ordinances of the City of North Olmsted, entitled "Criminal Activity <br />Nuisances Declared" of Chapter 561 entitled "Criminal Activity Nuisances" in <br />order to remove domestic violence/protection order as nuisance activities subject <br />to recovery of enforcement costs, and declaring an emergency. Director Glauner <br />gave a through explanation on this. It was originally rewritten in 2016 to add the <br />word businesses to the Ordinance, which would allow the City to recoup costs <br />with nuisance situations at businesses. This amendment is a precautionary <br />measure to ensure victims of domestic violence are not deterred. The Committee <br />voted 3-0 to recommend to Council. <br />Councilwoman Williamson Chairwoman of the Building, Zoning and Development <br />Committee: <br />The Building, Zoning and Development Committee met on Tuesday, March 6, 2018 at <br />7:20 p.m. Present were committee members Williamson, Limpert and Schumann; <br />Council members Brossard, Glassburn and Hemann; Council President Jones; Mayor <br />Kennedy, Director of Planning & Development Lieber, Director of Safety & Service <br />Glauner, the applicant and guests. <br />• Discussed was CMS 18-10479 Amani's Learning Center located at 28640 <br />Brookpark Road Extension. This proposal consists of a conditional use permit for <br />a day care facility. The property is zoned B-4 Mixed-use business. The applicant <br />is proposing no changes to the exterior of the building other than signage. Child <br />care centers are conditional uses in the B-4 district, subject to both the general <br />criteria in Chapter 1118 and specific standards for Childcare Centers in the Code. <br />The applicant proposes to open a full day preschool for children between the ages <br />of 13 months and five years. There will be approximately 50 students and eight <br />staff members. The use is proposed in a commercial district so residential <br />setbacks do not apply. No outdoor play areas are proposed, instead a large indoor <br />play space is provided. The applicant indicated that parents would drop off <br />children by parking the in the parking lot and walking their children inside rather <br />than stacking in a queue on the site. There will be a two-hour drop off window <br />and children would be picked up throughout the day. The applicant indicated <br />permission from neighboring property owners for employee parking if necessary. <br />The Planning & Design Commission approved the conditional use with a vote of <br />6-0 conditioned upon the following: 1) No outdoor activities take place as part of <br />2 <br />
