Council Minutes of 3-6-2018 <br />The Environmental Control Committee met on Tuesday, February 27, 2018 at 7:50 p.m. <br />Present were committee members Hemann, Glassburn and Williamson; Council members <br />Brossard, Kearney and Limpert; Council President Jones; Mayor Kennedy, Director of <br />Safety & Service Glauner and guests. <br />• Discussed first was Resolution 2018-23. A Resolution authorizing the Director of <br />Public Service to advertise for bids for the award of demolition and construction <br />contracts at the Waste Water Treatment Plant (WWTP) to provide for a new metal <br />pre -fabricated building, located east of Building No. 10, including new steel <br />roofing for said building and to unify with adjoining structures, as detailed in the <br />specifications on file with the Engineer, and authorizing the Mayor, following <br />approval of the Board of Control, to contract for the same with the lowest and best <br />bidder. Service Director Glauner explained the building was originally part of a <br />construction project done a few years ago, but the cost for this building came in <br />higher than anticipated and was removed from the earlier project. The current <br />project was discussed and approved at the 2018 budget hearings; the funds have <br />been approved and now Council needs to approve this legislation to move <br />forward. Currently, there is nothing being housed in the building. The new <br />building will be for storage of piping and plumbing supplies used to sustain the <br />WWTP. Councilwoman Hemann moved to recommend to Council. The motion <br />was seconded by Councilwoman Williamson and passed 3-0. <br />• Discussed next was Resolution 2018-24. A Resolution authorizing the Director of <br />Public Service to advertise for bids for the transportation and disposal of bio - <br />solids from the wastewater treatment plant and, following the approval by the <br />Board of Control, authorizing the Mayor to enter into an agreement with the <br />lowest and best bidder. Director Glauner discussed the issue of bio -solids and <br />how the City must dispose of them by transporting to an Ohio EPA approved site. <br />The bio -solids can be picked up or taken to the site. The City chooses to deliver <br />the bio -solids as a cost saving measure. The current three year contract with <br />Quasar, an EPA approved site, expires March 2019. The City is seeking to have a <br />five year contract. The City's production of bio -solids has decreased with the <br />improvements made the WWTP and the longer contract should produce a better <br />overall savings. Councilwoman Hemann moved to recommend to Council. The <br />motion was seconded by Councilwoman Williamson and passed 3-0. <br />Councilman Brossard Vice Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, February 27, 2018 at 7:11 p.m. Present were <br />committee members Brossard and Kearney; Council members Glassburn, Hemann, <br />Limpert and Williamson; Council President Jones; Mayor Kennedy, Director of Finance <br />Copfer, Director of Safety & Service Glauner, Director of Human Resources Gallo and <br />guests. <br />• Discussed was Ordinance 2018-17. An Ordinance to make appropriations for <br />current expenses and other expenditures for the City of North Olmsted for the <br />year ending December 31, 2018 and declaring an emergency. Finance Director <br />Copfer gave an explanation of all the line items that are being adjusted. These are <br />simply adjustments being made to general fund items based on slower than <br />anticipated income tax collections. One of the highlights is the Help Desk <br />M <br />
