Council Minutes of 4-17-2018 <br />Everyone knows this is a young person's game. With the last three hires in the last <br />six months, Nicklas is the ninth police officer the City has sworn in, Chief <br />Wagner said. He also said in a City of our size, this is unprecedented. He thanked <br />Human Resources and Civil Service for all their work along with the Mayor and <br />Directors. The Chief said Nicklas comes to North Olmsted already certified so he <br />will start right in on his training period. Chief Wagner said he is more than <br />qualified and he believes he will fit right in. <br />Director of Law Gareau: <br />• No Report. <br />Director of Finance Copfer: <br />• The City sold its Capital Borrowing Notes for $1,990,000. The City went out for <br />bids on April 10 and had five bidders, two were very close. Stifel Nicolaus & <br />Company purchased it at a net interest cost of 1.905%. The City will close on <br />April 24. As of the date of the sale the City will be capable of signing contracts <br />for capital projects. <br />Councilman Kearney Chairman of the Recreation, Public Parks and Buildings <br />Committee: <br />The Recreation, Public Parks and Buildings Committee met on Tuesday, April 10, 2018 <br />at 7:00 p.m. Present were committee members Kearney, Hemann & Brossard; Council <br />members Glassburn, Limpert and Schumann; Mayor Kennedy, Director of Safety & <br />Service Glauner, Director of Planning & Development Lieber and guests. <br />• Discussed first was Resolution 2018-42. A Resolution authorizing the Director of <br />Planning and Development to make application on behalf of the City of North <br />Olmsted for a NatureWorks Grant for improvements to North Olmsted <br />Community Park through the Ohio Department of Natural Resources (ODNR); <br />further authorizing a local match of 25%; further authorizing the Mayor to accept <br />the grant, if awarded, and to execute any contract with ODNR, and declaring an <br />emergency. The Administration knows grant money is a chance to save our City <br />resources so they can be used elsewhere. Director Lieber has a proven track <br />record of successfully going after grants. If the application is successful, the <br />money will be used for outdoor fitness equipment at the city park. The Committee <br />voted 3-0 to recommend to Council. <br />Councilman Brossard Chairman of the Public Safety, Health and Welfare Committee: <br />The Public Safety, Health and Welfare Committee met on Tuesday, April 10, 2018 at <br />7:00 p.m. Present were committee members Brossard and Limpert; Council members <br />Glassburn, Hemann, Kearney and Schumann; Mayor Kennedy, Director of Safety & <br />Service Glauner, Director of Planning & Development Lieber, Terry Groden from the <br />North Olmsted School Board and guests. <br />• Discussed was Resolution 2018-37. A Resolution supporting the North Olmsted <br />School District's efforts to encourage an increase in school safety and a reduction <br />of violence in schools.
