Council Minutes of 6-5-2018 <br />2018 as a one time event, and declaring an emergency. Director Lieber indicated <br />the beer would most likely be supplied by Fat Heads Brewery and there would be <br />food trucks present. There would also be a police and auxiliary police presence <br />there as well. Councilman Brossard made a motion to recommend to Council, <br />which was seconded by Councilwoman Williamson and passed 2-0. <br />Councilwoman Williamson Chairwoman of the Building, Zoning & Development <br />Committee: <br />The Building, Zoning & Development Committee met on Tuesday, May 22, 2018 at 7:02 <br />p.m. Present were committee members Limpert and Schumann; Council members <br />Glassburn and Hemann; Director of Safety & Service Glauner, Director of Planning & <br />Development Lieber, Building Commissioner Grusenmeyer and guests. <br />• Discussed first was Ordinance 2018-52. An Ordinance amending Chapter 1305 of <br />the Codified Ordinances of the City of North Olmsted titled "One, Two and Three <br />Family Dwelling Code." Mr. Grusenmeyer noted the State of Ohio permits the <br />section of sealed drawing for trusses on the floor, but allows the City to determine <br />if it is required for the roof. It was recommended to required sealed trusses for any <br />prefabricated trusses that go into construction of flooring or roofing. For most part <br />trusses are manufactured off site and are sealed. The committee voted 2-0 to <br />recommend to Council. <br />• Discussed next was Ordinance 2018-53. An Ordinance amending Sections 749.03 <br />and 749.09 of the Codified Ordinances of the City of North Olmsted, of Chapter <br />749 entitled "Massage Establishments" for the purpose of defining location <br />restrictions and inspections. This addresses instances where a city is required to <br />license as opposed to the State. The request was to expand the location restriction <br />within 1,000 feet of schools and playgrounds to include day cares, libraries, the <br />Recreation Center, and parks. The committee voted 2-0 to recommend to Council. <br />• Discussed last was Ordinance 2018-54. An Ordinance amending Chapter 1317 of <br />the Codified Ordinances of the City of North Olmsted entitled "Registration of <br />Contractors," and declaring an emergency. This requires specialty contractors to <br />be registered for residential work. Under current ordinances they can be registered <br />for specialty without being registered for residential work. Additionally, this <br />changes the procedures to allow the Building Inspector to grant licenses and have <br />the ability to withdraw that license when evidence can be shown the contractor <br />violates the rules and regulations similar to a housing license. The last change <br />updates the terms of fitness to perform the work and clarifies the way we register <br />entities. If a single person has multiple licenses, it streamlines the registration <br />costs when the background work to verify/register is the same on that one <br />individual. Mr. Schumann noted you can suspend the City license and can provide <br />that information to the State of Ohio if they are licensed by the State. The <br />committee voted 2-0 to recommend to Council. <br />The Building, Zoning & Development Committee met again on Tuesday, June 5, 2018 at <br />7:00 p.m. Present were committee members Williamson and Schumann; Council <br />members Brossard and Glassburn; Council President Jones; Mayor Kennedy, Director of <br />Safety & Service Glauner, Director of Planning & Development Lieber, applicants and <br />guests. <br />2 <br />
