Council Minutes of 6-5-2018 <br />• Discussed first was CMS 18-10777 McDonald's, located at 27322 Lorain Road. <br />This project involves the reconfiguration of the drive-thru. It was originally <br />approved by City Council in June 2013 and again in 2015. Because the applicant <br />was unable to gain control of the property and pull their building permit in a <br />timely manner, approved plans expired. The transaction was finally completed, <br />and a lot split and consolidation was approved and recorded. The project is <br />substantially the same as previously approved. The only condition of approval <br />recommend by the City Engineer is that the 48 -inch stormwater pipe be cleaned <br />and inspected and a written report submitted to the Engineering Division. The <br />committee voted 2-0 to recommend approval to Council with the conditions <br />recommended by the Planning & Design Commission. <br />Councilwoman Williamson made a motion to approve CMS 18-10777 McDonald's, with <br />the condition that the 48 inch stormwater pipe be cleaned and inspected and a written <br />report submitted to the Engineering Department. The motion was seconded by <br />Councilman Schumann and passed unanimously. CMS 18-10777 approved by a vote of <br />5-0. <br />• Discussed next was CMS 18-11154 Canine Country Club, located at 299929 <br />Lorain Road. This project consists of a conditional use permit and site plan <br />approval for a canine recreation center in the B-2 Office/Service District. All <br />activities will be held indoors. The only outdoor improvement is a small fenced <br />relief area adjacent to the rear of the building. The site plan shows all setbacks <br />from neighboring property lines and residential districts have been met. It was <br />discussed with the applicant that if an outdoor dumpster is provided, it should be <br />screened with the same fencing material as the relief area. The committee voted 2- <br />0 to recommend approval to Council. <br />Councilwoman Williamson made a motion to approve CMS 18-11154 Canine Country <br />Club. The motion was seconded by Councilman Schuman and passed unanimously. CMS <br />18-11154 approved by a vote of 5-0. <br />Councilman Schumann Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, May 22, 2018 at 7:20 p.m. Present were <br />committee members Schumann and Kearney; Council members Glassburn and Limpert; <br />Director of Finance Copfer and Director of Human Resources Gallo and guests. <br />• Discussed was Resolution 2018-49. A Resolution adopting the Alternative Tax <br />Budget of the City of North Olmsted for the fiscal year beginning January 1, <br />2019, and submitting the same to the Cuyahoga County Fiscal Officer and its <br />Budget Commission, and declaring an emergency. As reported by Director <br />Copfer, this is a resolution that needs to be passed every year so the City can <br />collect its share of the real estate taxes collected by the County. Director Copfer <br />also mentioned this is an appraisal year and she expects an increase in values <br />which will help the bottom line. The committee voted 2-0 to recommend to <br />Council. <br />• Discussed next was Resolution 2018-50. A Resolution approving of and <br />authorizing the Mayor to enter into a collective bargaining agreement with the <br />3 <br />
