Council Minutes of 8-7-2018 <br />• Finally, as a follow-up to the City's new legislation regarding transient rentals, we <br />have issued a violation notice to a property requesting they stop using the <br />property for this purpose. <br />Director of Finance Copfer: <br />• No report. <br />Councilman Schumann asked for a moment of personal privilege. As you may or may not <br />know, 2018-77 will be introduced tonight. Part of that change in our zoning is about the <br />permitting Book Exchange Boxes as accessory uses. I received about 10 letters from <br />neighbors and from members of the community and I wanted to share those with Council <br />and maybe Chuck can send them to everybody. <br />AUDIENCE PARTICIPATION <br />No comments. <br />LEGISLATION <br />Resolution 2018-74 introduced by Mayor Kennedy was given its third reading. A <br />Resolution determining to proceed to submit to the electors of the City the question of <br />issuing bonds, in the aggregate principal amount of $43,250,000, for the purpose of <br />improving the City's park and recreational facilities by constructing, renovating, <br />remodeling, adding to, furnishing, equipping and otherwise improving buildings, <br />facilities and playing fields in the Recreation Center Complex and North Olmsted <br />Community Park and improving existing facilities at Barton and Bradley Park and <br />facilities on other city properties for recreational purposes, in each case providing <br />supporting site, street, sidewalk and parking improvements and necessary appurtenances <br />and work incidental thereto; and declaring an emergency. Councilman Schumann moved <br />for adoption. The motion was seconded by Councilman Brossard and passed 6-1. <br />Resolution 2018-74 adopted 6-1. Councilman Glassburn voted no. <br />Councilman Limpert voted yes with comment. As I have said in previous committee <br />meetings, It is my desire that we as a Council can work with the administration for a <br />reduced recreation amount to maintain the priority enhancements to the Recreation <br />Center's core facilities as well as some improvements to the currently designated parks <br />while reducing the overall levy amount by 10%-20% is what I have discussed previously. <br />The administration has made it clear that based on the current conditions of the recreation <br />facility, we cannot wait until the run-off of the fire station and library levies. I personally <br />do not agree with low voter -turn out during a non -November election as an acceptable <br />reason for putting essentially an unchanged proposal on the ballot. However, I will <br />support the administration and my colleagues in each's desire to the let voters decide on <br />the importance of improved recreation here in North Olmsted and if/when the levy <br />passes, work collaboratively to maximize value of improvements to residents of all ages <br />here in North Olmsted. <br />Ordinance 2018-75 was introduced and placed on first reading by Mayor Kennedy.
