Council Minutes of 8-21-2018 <br />• Discussed was CMS 18-10823 which was related improvements to the Marathon <br />Station. The Planning Director commented on the updates to the station. The <br />Planning & Design Commission approved it with noted changes. Of note there <br />had been several recent property violations at the site managed by a tenant under <br />the ownership. The ownership is taking a more active role in not only overseeing <br />the improvements, but managing the property going forward. Councilman <br />Schumann appreciated the owner's active engagement around the improvements. <br />The motion passed 2-0. <br />Councilman Limpert made a motion to approve CMS 18-10823 Marathon. The motion <br />was seconded by Councilman Schumann and passed unanimously. CMS 18-10823 <br />approved by a vote of 6-0. <br />Councilman Limpert Chairman of the Streets & Transportation Committee: <br />The Streets & Transportation Committee met on Tuesday, August 21, 2018 at 7:05 p.m. <br />Present were committee members Limpert, Kearney and Glassburn; Council members <br />Brossard, Glassburn, Hemann and Schumann; Council President Jones; Mayor Kennedy, <br />Director of Finance Copfer, Director of Human Resources Gallo, Director of Law <br />Gareau, Director of Safety & Service Glauner, Director of Planning & Development <br />Lieber and guests. <br />• Discussed first was Ordinance 2018-75. An Ordinance amending Chapter 904 <br />(entitled "Small Cell Facilities and Wireless Support Structures within the Right - <br />of -Way"), of the Streets and Public Services Code, and declaring an emergency. <br />This is a follow-up to an ordinance passed earlier this year with improvements <br />after dialog with stakeholders such as AT&T to improve the Ordinance from both <br />the City and partner perspectives. The Director of Law and Director of Planning <br />& Development both agreed these were good changes. Councilman Limpert <br />brought up the point to make sure large cell structure facility ordinances should be <br />looked at as well. The committee voted to recommend to Council 3-0 with <br />suspension. <br />• Discussed next was Resolution 2018-76. A Resolution authorizing the Director of <br />Planning and Development to make application on behalf of the City of North <br />Olmsted to participate in the Ohio Public Works Commission State Capital <br />Improvement and/or Local Transportation Improvement Programs; further <br />authorizing the Mayor to accept funds, if awarded, and to execute a contract as <br />required; and declaring an emergency. This is something we visited several years <br />ago. The City hopes to use this, if approved, for Butternut Ridge Road. The <br />Director of Planning & Development noted this would be for improvements <br />between Columbia and Revere. It would not include the part around the school <br />that was just redone. The City was close to getting the award last time and is <br />hopeful it will be successful on this attempt. The committee voted to recommend <br />to Council 3-0. <br />AUDIENCE PARTICIPATION <br />No comments. <br />2 <br />
