Council Minutes of 9-18-2018 <br />consumed 80% of opioids used worldwide. The City of North Olmsted considers <br />this to be a public nuisance and has joined litigation against the manufactures of <br />opioids. The City has had to absorb a significant increase in costs associated with <br />the epidemic. On the rise are prosecutions and thefts related to opioid use. The <br />committee recommended approval to Council 3-0. <br />Councilwoman Williamson Chairwoman of the Building, Zoning & Development <br />Committee: <br />The Building, Zoning & Development Committee met on Tuesday, September 11, 2018 <br />at 7:00 p.m. Present were committee members Williamson and Schumann; Council <br />members Glassburn and Kearney; Mayor Kennedy, Director of Finance Copfer, Director <br />of Planning & Development Lieber and guests. <br />• Discussed was Ordinance 2018-77. An Ordinance amending Chapter 1135 "One <br />and Two Family Residence Districts" of Chapter Eleven of the Codified <br />Ordinances of the City of North Olmsted titled "Planning and Zoning Code," for <br />the threefold purpose of (1) establishing Bed and Breakfast Inns as conditional <br />uses; (2) modifying regulations concerning parking and driveways; and (3) <br />permitting Book Exchange Boxes as accessory uses. Director Lieber addressed <br />the amendments. The Little Free Libraries, otherwise called Book Exchange <br />Boxes are becoming the new trend in some communities. They are not currently <br />regulated in North Olmsted. Under this Ordinance, they will be accessory uses <br />and the City will permit and regulate them. Bed and Breakfast's will also be <br />allowed as a conditional use and this will close a loophole in the transient rental <br />regulations of the Code. All Bed and Breakfast's will have to be approved by the <br />Planning Commission and Council. The final portion of the Ordinance will <br />address driveways and parking pads. The current section will clean up the Code to <br />allow residents to install reasonably sized driveways without a variance. The <br />committee voted to recommend to Council 2-0. <br />Councilman Schumann Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, September 11, 2018 at 7:20 p.m. Present were <br />committee members Schumann and Kearney; Council members Glassburn and <br />Williamson; Mayor Kennedy, Director of Finance Copfer, Director of Human Resources <br />Gallo, Director of Planning & Development Lieber, Economic Development Manager <br />Greg Myers and guests. <br />• Discussed first was Resolution 2018-82. A Resolution accepting the amounts and <br />rates as determined by the Budget Commission and authorizing the necessary tax <br />levies and certifying them to the County Fiscal Officer. This is a perfunctory <br />piece of legislation stating the City accepts the determination of the County <br />Budget Commission and there is no change to the tax rate for 2018. The <br />committee voted to recommend to Council 2-0, with suspension. <br />• Discussed next was Resolution 2018-83. A Resolution directing the Fiscal Officer <br />of Cuyahoga County to pay to the City of North Olmsted, Ohio, during the year <br />2019, all money due and owing said city from any collection source.
