The <br />committee voted to recommend to Council 2-0, with suspension. <br />• Discussed next was Resolution 2018-84. A Resolution approving of and <br />authorizing the Mayor to enter into a collective bargaining agreement with the <br />Fraternal Order of Police/Ohio Labor Council for the Blue and Gold Units and <br />with the Corrections Officers, for the period January 1, 2018 through December <br />31, 2020, and declaring an emergency. According to the Director of Human <br />Resources, it's a retroactive 2.5% raise for 2018, a 2.5% for 2019 and two percent <br />for 2020. This is in line with the other City employee contracts and the bargaining <br />units will join the new health care plan in 2019. The committee voted to <br />recommend to Council 2-0 with suspension. Suspension was subject to the signed <br />contract from the Union representatives which Council does have in hand. <br />• Discussed last was Ordinance 2018-85. An Ordinance authorizing the Mayor to <br />enter into a Community Reinvestment Area (CRA) Agreement with Omni Senior <br />Living, LLC. for the North Olmsted Senior Living Community Project, and <br />declaring an emergency. This is in connection with a development proposed for <br />nine acres and a total of seven parcels. The development will include single <br />family houses, apartments and assisted living areas for seniors. There will be fifty <br />jobs with a $2.2 million payroll and an estimated income tax increase of about <br />$44,000. Although the CRA will give a tax break of 50% for 15 years on the real <br />estate taxes, the majority of this property is presently taxed as agriculture land, <br />therefore upon completion, the City, County and Schools will all receive a <br />substantial increase in spite of the tax break. As much as the City hates to lose <br />long time businesses, this is the type of development the City hopes to encourage <br />on the west end and it fits in with our recent zoning changes and fills a need for <br />senior housing. The committee voted to recommend to Council 2-0. <br />Councilman Glassburn Chairman of the Intra -Governmental Relations Committee: <br />The Intra -Governmental Relations Committee met on Tuesday, September 18, 2018 at <br />7:15 p.m. Present were committee members Glassburn, Schumann and Hemann; Council <br />members Brossard, Limpert and Williamson; Council President Jones; Mayor Kennedy, <br />Director of Law Gareau, Director of Safety & Service Glauner, Director of Planning & <br />Development Lieber and guests. <br />• Discussed first was the appointment of Stephanie Procter to the Arts Commission. <br />Ms. Procter previously served on the Arts Commission and is now able to rejoin <br />again. She is very active in the schools and with PTA. The committee <br />recommended appointment to the Arts Commission by a vote of 3-0. <br />Councilman Glassburn made a motion to approve the appointment of Stephanie Procter <br />to the North Olmsted Arts Commission to fill the term ending December 31, 2021. The <br />motion was seconded by Councilman Schumann and passed unanimously. Stephanie <br />Procter appointed to the Arts Commission to fill the term ending December 31, 2021 by a <br />vote of 6-0. <br />• Discussed next was the appointment of Jennifer Scofield to the Arts Commission. <br />Ms. Scofield has served in a variety of professional and governmental positions in <br />4 <br />
