The motion was seconded by Councilwoman Williamson and passed
unanimously. Liquor Permit 75769890185 not objected to by a vote of 7-0.
Discussed next was Ordinance 2018-94. An Ordinance authorizing the Mayor to
enter into a contract with Verizon Wireless to provide cellular phone
replacements together with Police and Fire First Responder Pre-Emption services,
and declaring an emergency. This is a safety issue. Verizon Wireless provides a
better level of service for our first responders. While the cost is a little more than
we are currently paying with another provider, the level of service is more
important. The committee voted 2-0 to recommend to full council with
suspension.
Councilwoman Williamson Chairwoman of the Building, Zoning and Development
Committee:
The Building, Zoning and Development Committee met on Tuesday, October 23, 2018 at
7:10 p.m. Present were committee members Williamson and Schumann; Council
members Brossard, Glassburn and Kearney; Council President Jones; Mayor Kennedy,
Director of Human Resources Gallo, Director of Planning & Development Lieber and
guests.
Discussed first was CMS 18-12137 Ganley Westside Imports — Subaru, located at
25450 Lorain Road. The proposal consists of building alterations and site changes
to accommodate a vehicle repair facility. The property is zoned B-3 General
Business and the property is entirely bordered by other commercially zoned
property. A conditional use permit is required. Ganley had previously proposed to
construct a service building for the area behind the Hyundai building. They are
not proceeding with that proposal in favor of using this location. Only employees
will be using this site. Patrons will continue to drop off and pick up vehicles from
service on the main campus. The building will be adapted and reused. Service
doors will be added to the east side of the building, while man doors and one
overhead door will be added to the north side. Some parking will be added to the
rear, meeting all required setbacks. New building mounted lights are provided as
well as new pole lights for the new parking area. Existing landscaping along the
frontages will be maintained and additional landscaping is proposed. Also,
existing trees will be preserved to the extent possible at the rear of the property.
The existing ground sign will be removed and no other signage is proposed to be
installed on the building. The following specific conditional use standards are
recommended to be waived: 1) The facility shall front on an arterial or collector
street, and all access to the property shall be from that street. There are existing
curb cuts and the applicant has included a "no right turn" sign at the exit drive to
2
