Spacing cannot be met based on location of the <br />intersection and neighboring curb cuts; 3) Vehicle stacking space shall be <br />provided in front of each service bay for at least two vehicles. The conditional use <br />permit and development plan are subject to the following conditions of approval: <br />1) Hours of operation shall be no greater than Monday through Saturday 7:30 a.m. <br />to 7:00 p.m.; 2) No right turn permitted onto Root Road; 3) Garage doors on all <br />elevations shall be closed at all times except for ingress and egress. Garage doors <br />shall be opaque and insulated with thermally insulated glass; 4) Garage door <br />openings to be toothed in to match existing masonry; 5) Existing landscaping to <br />remain shall be maintained; 6) The facility is designed to accommodate <br />employees only and any changes to add public accommodations must be <br />approved by City Council. <br />Councilwoman Williamson moved to approve the conditional use permit and <br />development plan for CMS 18-12137; Ganley Westside Imports — Subaru located at <br />25450 Lorain Road, subject to the above stated conditions of approvals. The motion was <br />seconded by Councilman Schumann and passed unanimously. CMS 18-12137 approved <br />7-0. <br />• Discussed next was Resolution 2018-95. A Resolution dispensing with a formal <br />RFP process and authorizing the Mayor to enter into a contract with Richard L. <br />Bowen & Associates, Inc. to provide engineering consulting services to the City <br />of North Olmsted. The City has twice selected this firm to be the outside <br />engineering consultant as a result of competitive bids. Previous contracts have <br />been three years. A three-year contract helps the department in managing <br />workload and planning for long term capital improvement projects. It also <br />provides for continuity and maintains institutional history. A small increase is <br />proposed for this three year period. These changes impact retainers and hourly <br />costs. The hourly costs range between $2 and $8 per hour based on services <br />provided. The City Engineer retainer increased from $43,000 to $46,000; <br />Assistant City Engineer retainer increased from $21,500 to $23,000. By contract <br />the retainer covers 16 hours weekly and the engineers provide services whenever <br />needed, often on evenings and weekends. The committee voted 2-0 to recommend <br />approval to full council. <br />• The next item discussed was Ordinance 2018-96. An Ordinance amending and <br />restating Chapter 165 of the Codified Ordinances of the City of North Olmsted <br />titled, "Landmarks Commission." This Ordinance will amend the Chapter for <br />overall housekeeping and updating, adding a section to outline a process to <br />modify the boundaries of an existing historic district and creating a section on <br />review process for Certificates of Appropriateness. It also creates an ability for <br />the Commission to adopt separate design guidelines. The committee voted 2-0 to <br />recommend approve to full council. <br />• Discussed last were Ordinances 2018-97 and 2018-98.
