Council Minutes of 11-7-2018 <br />emergency. Ordinance 2018-98 reads: an Ordinance amending sections 1364.100 <br />of Chapter 1364 of the Interior Maintenance Code entitled "Notice of Violation" <br />in order to provide an additional method of service for a notice of violation, and <br />declaring an emergency. These ordinances will amend the Interior and Exterior <br />Property Maintenance Codes in order to allow first class US mail delivery as an <br />option for servicing notices of violations to property owners. There are no state <br />laws requiring certified mail delivery and many other notice provisions in other <br />areas of the Code only require regular mail. Other options remain in the Code, <br />including by not limited to personal delivery and posting on the properties. The <br />committee voted 2-0 to recommend approval to full council. <br />Councilman Limpert Chairman of the Streets & Transportation Committee: <br />The Streets & Transportation Committee met on Wednesday, November 7 at 7:23 p.m. <br />Present were committee members Limpert, Kearney and Glassburn; Council members <br />Brossard, Hemann, Schumann and Williamson; Mayor Kennedy, Director of Safety & <br />Service Glauner, Director of Planning & Development Lieber and guests. <br />• Discussed was Resolutions 2018-91 and 2018-92. Resolution 2018-91 was related <br />to bids on concrete and 2018-92 was related to bids on rock salt. Director Glauner <br />said the City is purchasing more concrete for streets, which requires it to go out <br />for bids. Director Glauner explained the cost of rock salt per ton was more than <br />double, which will lead the City to purchase more calcium chloride than rock salt. <br />He thoroughly discussed road deicing methods and the differences between the <br />substances. The committee voted 3-0 to recommend approval of both Resolutions <br />to full council. <br />Councilwoman Hemann Chairwoman of the Environmental Control Committee: <br />The Environmental Control Committee met on Wednesday, November 7, 2018 at 7:01 <br />p.m. Present were committee members Hemann, Glassburn and Williamson; Council <br />members Brossard, Kearney, Limpert and Schumann; Mayor Kennedy, Director of <br />Safety & Service Glauner and guests. <br />• Discussed was Resolution 2018-93. A Resolution authorizing the Director of <br />Public Service to solicit bids for the collection and disposal of solid waste and <br />recyclable materials; and further authorizing the Mayor, upon approval of the <br />Board of Control, to enter into a contract with the lowest and best bidder. In <br />discussing the items that would be put in a bid package Council had several <br />considerations regarding customer service issues and new recyclable issues. The <br />contract is not up until 2020, but the City would like the bid package put together <br />and out in April or May so the City is a full year ahead as it is anticipating some <br />possible increases because of recycling issues regarding who now will take <br />recyclable waste. Some of the items discussed was whether or not the City will <br />ask the companies bidding as a bid option to provide the same city rate to the <br />private developments. In the last contract the City wasn't aware private <br />development rates were being raised and the City had to go back and save those <br />residents a lot of money by getting them the city rate.
