Council Minutes of 11-7-2018 <br />it to be a part of the contract this time. Other considerations were what to do about <br />customer service in general, such as residents were being charged for a receptacle <br />replacement when they shouldn't be and the City had to get involved. The City is <br />considering making this a requirement of the contract as well. Council will review <br />the package once it is put together. The committee voted 3-0 to recommend to full <br />council. <br />Councilman Glassburn Chairman of the Intra -Governmental Relations Committee: <br />The Intra -Governmental Relations Committee met on Wednesday, November 7, 2018 at <br />6:51 p.m. Present were committee members Glassburn, Schumann and Hemann; Council <br />member Brossard; Mayor Kennedy, Director of Safety & Service Glauner and guests. <br />• Discussed was the appointment of Keith Behrendt to the Arts Commission to fill <br />the term ending December 31, 2021. Mr. Behrendt is a longtime resident and has <br />been involved in Frostville, musicals, boy scouts and a number of other <br />organizations in the city. The committee recommended appointment to the Arts <br />Commission by a vote of 3-0. <br />Councilman Glassburn made a motion to approve the appointment of Keith Behrendt to <br />the North Olmsted Arts Commission to fill the term ending December 31, 2021. The <br />motion was seconded by Councilwoman Hemann and passed unanimously. Keith <br />Behrendt appointed to the Arts Commission to fill the term ending December 31, 2021 by <br />a vote of 7-0. <br />AUDIENCE PARTICIPATION <br />Donald Gallagher <br />4246 Coe Avenue <br />Mr. Gallagher said a gust of wind on a Saturday knocked down about 60 feet of trees. <br />Two big trunks fell off and into his house. It also took down about two telephone poles <br />and took four days to get power back. Communication wires also fell down and were just <br />replaced yesterday. Mr. Gallagher said in 1957 when the homes were built the wooded <br />area wasn't anything but an empty lot. The lot belongs to Birch School. The telephone <br />wires go along the back of the house and is basically the property line. The property is <br />now full of 60-80 foot trees and they are collapsing amongst themselves and are within <br />30 feet of his property. He says the school has never done anything to maintain these <br />trees. He said if he comes to the city he is told it's school property, if he goes to the <br />school he is told it is not them. Mr. Gallagher says he doesn't care whose it is, but <br />someone needs to handle this to make their homes safe. <br />Councilwoman Hemann said she stopped by to view this today and she has spoken with <br />the Mayor and Director of Law briefly and believes the City will be able to offer <br />assistance to get the issue taken care of with the school district. <br />Mayor Kennedy said if it is on school property, it is the school's tree, but perhaps the <br />City can assess the trees and send a letter to the schools. <br />5 <br />
