Council Minutes of 11-20-2018 <br />Councilwoman Hemann moved for adoption. The motion was seconded by Councilman <br />Kearney and passed unanimously. Resolution 2018-93 adopted 7-0. <br />Resolution 2018-95 introduced by Mayor Kennedy was given its third reading. A <br />Resolution dispensing with a formal RFP process and authorizing the Mayor to enter into <br />a contract with Richard L. Bowen & Associates, Inc. to provide engineering consulting <br />services to the City of North Olmsted. Councilwoman Williamson moved for adoption. <br />The motion was seconded by Councilman Limpert and passed 6-1. Resolution 2018-95 <br />adopted 6-1. <br />Councilman Glassburn voted no with comment. I'm voting no for two reasons, neither of <br />which are reflections on the firm which this contract is being awarded to. The first is this <br />contract has not been bid in 10 years and second none of the normal provisions provided <br />in the Ohio Revised Code have been listed as the reason as to why we are not bidding. <br />Such as a real and present emergency or we are engaging with a sole source provider or <br />joint purchasing program or other exemptions in the Revised Code. <br />Ordinance 2018-96 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance amending and restating Chapter 165 of the Codified Ordinances of the City of <br />North Olmsted titled, "Landmarks Commission." Councilwoman Williamson moved for <br />adoption. The motion was seconded by Councilman Limpert and passed unanimously. <br />Ordinance 2018-96 adopted 7-0. <br />Ordinance 2018-97 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance amending sections of 1363.100 of Chapter 1363 of the Exterior Property <br />Maintenance Code entitled "Notice of Violation" in order to provide an additional <br />method of service for a notice of violation, and declaring an emergency. Councilman Glassburn voted no. <br />Ordinance 2018-98 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance amending sections 1364.100 of Chapter 1364 of the Interior Maintenance <br />Code entitled "Notice of Violation" in order to provide an additional method of service <br />for a notice of violation, and declaring an emergency. An <br />Ordinance to make and transfer appropriations for the year ending December 31, 2018, <br />and declaring an emergency, as amended. Councilman Schumann moved to suspend the <br />rules requiring three readings as this was discussed in committee and is time sensitive. <br />The motion was seconded by Councilman Brossard and passed unanimously. <br />Councilman Schumann moved for adoption.
