Council Minutes of 12-18-2018 <br />plumbing preventative maintenance services for the City's Division of Recreation <br />and further authorizing the Mayor, subject to approval of the Board of Control, to <br />enter into an agreement with the contractor selected in the RFP process. The <br />committee recommended to make the contract for three years with two one year <br />options. The committee voted 3-0 to recommend to Council. <br />Councilman Brossard Chairman of the Public Safety, Health and Welfare Committee: <br />The Public Safety, Health and Welfare Committee met on Tuesday, December 11, 2018 <br />at 7:10 p.m. Present were committee members Brossard, Williamson and Limpert; <br />Council members Glassburn, Hemann, Kearney and Schumann; Council President Jones; <br />Director of Law Gareau, Director of Safety & Service Glauner and guests. <br />• Discussed first was Resolution 2018-114. A Resolution authorizing the Mayor to <br />enter into a one year contract with TAC Computer Inc. in order to provide <br />maintenance and repair services to computer hardware and software in the North <br />Olmsted Fire Department, and declaring an emergency. This is the sister contract <br />to the police contract recently discussed. As with the police contract, this is <br />multiagency capable. There is no cost increase to this contract. It is a one year <br />contract valued at $9,515. The committee voted 3-0 to recommend to Council. <br />• Discussed next was Ordinance 2018-115. An Ordinance amending and restating <br />Sections 557.01, 557.02, 557.03 and 557.06 of Chapter 557 of the General <br />Offenses Code of the City of North Olmsted, entitled "Sale of Cigarettes and <br />Tobacco Products to Minors," in order to locally prohibit the sale to, or <br />possession by, minors of electronic cigarettes and vaping devices, and declaring <br />an emergency. The current codes were written around 1981 and did not include <br />vaping and e -cigarettes. The new ordinance includes state regulations as well as <br />the need to request identification at the point of sale by all minors. The committee <br />voted 3-0 to recommend to Council. <br />Councilman Brossard Vice Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, December 11, 2018 at 7:30 p.m. Present were <br />committee members Schumann, Brossard and Kearney; Council members Glassburn, <br />Hemann, Limpert and Williamson; Council President Jones. <br />• Discussed first was Ordinance 2018-111. An Ordinance to make and transfer <br />appropriations for current expenses and other expenditures for the City of North <br />Olmsted for the year ending December 31, 2018, and declaring an emergency. <br />This fixes several issues since the last transfer ordinance. The Mayor's part-time <br />assistant was hired and is being trained so there was a need to add more to salaries <br />in this budget. The Fire and Police Department needed to add money to overtime <br />salaries. The Police Department needed money to deal with the continued HVAC <br />repairs. The bus the City bought was one dollar more than budgeted. The Law <br />Enforcement Trust Fund had to increase the legal payouts of county forfeitures. <br />The committee voted 3-0 to recommend to Council with suspension. <br />• Discussed next was Ordinance 2018-112.
