Council Minutes of 12-18-2018 <br />December 31, 2019. These are the capital improvements to buildings and <br />infrastructure. It includes the following: $1,575,000 for street improvements ($1.2 <br />million for the annual street program, $250,000 for Route 252 ODOT project and <br />Butternut Ridge engineering project), $300,000 for City Hall HVAC, $1,155,000 <br />for Police Station improvements, Springvale has fairway drainage and $1,275,000 <br />for the ballroom roof and HVAC and the Wastewater Treatment plant has several <br />improvements. Director Copfer noted this is not necessarily what is being <br />borrowed for. The committee voted 3-0 to recommend to Council. <br />Discussed last was Resolution 2018-113. A Resolution dispensing with the RFP <br />Process and authorizing the Mayor to enter into an agreement with the Senior <br />Transportation Connection of Cuyahoga County to provide for, among other <br />services, senior citizen transportation services, and declaring an emergency. This <br />is a two year proposal with a three percent increase the first year and to remain <br />steady in the second. The last two years, the price has not increased. This will <br />increase the individual trip cost from $16.50 to $17.00 per person and group trips <br />will increase from $8.75 to $9.00 per person. The fuel adjustment factor is being <br />changed to start at $2.50 per gallon which is the STC standard amount. The <br />committee voted 3-0 to recommend to Council with suspension. <br />AUDIENCE PARTICIPATION <br />Tim Ulewicz <br />26775 Butternut Ridge Road <br />Mr. Ulewicz said he has lived on Butternut Ridge for 27 years and has burned wood to <br />heat his home for the last 15 years. He said he has never had issue storing wood on the <br />side of his home for 15 years up until this year. Mr. Ulewicz said property maintenance is <br />supposed to be complaint driven and he would like to see the ordinances amended to <br />allow if neighbors get along and don't have issues, there would be no citations. if <br />neighbors don't get along and have an issue in those instances the ordinances would be <br />enforced. <br />Mr. Ulewicz also raised an issue with water problems due to Butternut Ridge Road. He <br />said he has contacted the engineering department three times and they are saying it's his <br />problem. He said he is reaching out to ask someone to help him with what he needs to do <br />with the water flowing down and collecting on the back of his property. He said he used <br />to have a large gravel area, but it is now all covered in mud. Mr. Ulewicz also said even <br />without rain for the past three days, there is two to three inches of water sitting back <br />where his garages are. <br />The Mayor responded by asking him to come in and discuss the issue with him. <br />LEGISLATION <br />Ordinance 2018-100 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance to make temporary appropriations for current expenses and other expenditures <br />for the City of North Olmsted for the year ending December 31, 2019 and declaring an <br />
