Council Minutes of 12-18-2018 <br />emergency, as amended. Councilman Brossard moved for adoption. The motion was <br />seconded by Councilman Kearney and passed 5-l. Ordinance 2018-100 adopted 5-1. <br />Councilman Limpert voted yes with comment. I think I made some comments related to <br />an amendment we had two weeks ago, but other than that I am looking forward to <br />another good year and another good budget. My vote is yes, thank you. <br />Councilman Glassburn voted no with comment. While I am very supportive of the many <br />folks that work for us at the City of North Olmsted, I cannot support voting for a plan that <br />is almost four million dollars out of budget so my vote is no. <br />Resolution 2018-107 introduced by Mayor Kennedy was given its third reading. A <br />Resolution dispensing with the RFP process and authorizing the Mayor to enter into an <br />agreement for additional services from Records Imaging Service, Inc., for the purpose of <br />scanning and indexing public records of City Boards and Commissions. Councilman <br />Brossard moved for adoption. The motion was seconded by Councilman Kearney and <br />passed unanimously. Resolution 2018-107 adopted 6-0. <br />Resolution 2018-108 introduced by Mayor Kennedy was given its third reading. A <br />Resolution authorizing the Mayor to enter into a one year contract with TAC Computer <br />Inc. in order to provide maintenance and repair services to computer hardware and <br />software in the North Olmsted Police Department, and declaring an emergency. <br />Councilman Brossard moved for adoption. The motion was seconded by Councilman <br />Kearney and passed unanimously. Resolution 2018-108 adopted 6-0. <br />Ordinance 2018-103 introduced by Mayor Kenned was given its second reading. An <br />Ordinance authorizing the Mayor to request proposals for plumbing, heating, ventilation, <br />air conditioning and plumbing preventative maintenance services for the City's Division <br />of Recreation and further authorizing the Mayor, subject to approval of the Board of <br />Control, to enter into an agreement with the contractor selected in the RFP process. <br />Ordinance 2018-111 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2018, and <br />declaring an emergency. Councilman Brossard moved to suspend the rule requiring three <br />readings as this was discussed in committee and is time sensitive. The motion was <br />seconded by Councilman Kearney and passed unanimously. Councilman Brossard moved <br />for adoption. The motion was seconded by Councilman Kearny and passed unanimously. <br />Ordinance 2018-111 adopted 6-0. <br />Ordinance 2018-112 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance to make appropriations for capital improvements for the City of North <br />Olmsted for the year ending December 31, 2019. <br />Resolution 2018-113 introduced by Mayor Kennedy was given its second reading. A <br />Resolution dispensing with the RFP Process and authorizing the Mayor to enter into an <br />agreement with the Senior Transportation Connection of Cuyahoga County to provide <br />for, among other services, senior citizen transportation services, and declaring an <br />4 <br />
