Council Minutes of 1-2-2019 <br />• Discussed first was Ordinance 2019-1. An Ordinance amending the rates of <br />compensation for various administrative personnel in the Division of Police for <br />the years 2019 and 2020; and otherwise restate the compensation rates and <br />descriptions for various administrative and legislative personnel for the years <br />2018, 2019 and 2020, and declaring an emergency. There were a couple of salary <br />changes. There was adjustment to the Chief's assistant to keep in line with other <br />assistants and the addition of two part-time school resource officers. The <br />committee voted 3-0 to recommend to Council with suspension. <br />• Discussed next was Ordinance 2019-9. An Ordinance amending and re- <br />establishing Chapter 139.99 of the Administrative Code, entitled "Composition <br />and Organization of the Division of Public Safety" in order to create the position <br />of part-time School Resource Officer ("SRO"), and declaring an emergency. This <br />Ordinance creates the position of the part-time School Resource Officer. The <br />committee voted 3-0 to recommend to Council with suspension. <br />• Discussed last was Resolution 2019-10. A Resolution dispensing with the formal <br />RFP process and authorizing the Mayor to enter into an agreement with Pradco in <br />order to provide for consulting services for an employee development assessment <br />program, and declaring an emergency. This was discussed in Budget Hearings <br />and is spending up to $20,000 for leadership coaching. The committee voted 3-0 <br />to recommend to Council with suspension. <br />Councilwoman Williamson Chairwoman of the Environmental Control Committee: <br />The Environmental Control Committee met on Wednesday, January 2, 2019 at 7:05 p.m. <br />Present were committee members Hemann, Glassburn and Williamson; Council members <br />Brossard, Kearney, Limpert and Schumann; Mayor Kennedy, Director of Human <br />Resources Gallo, Director of Safety & Service Glauner, Director of Planning & <br />Development Lieber, Chief of Police Wagner and guests. <br />• Discussed first was Ordinance 2018-117. A Resolution authorizing the Mayor to <br />purchase a "GapVax Combination Jet/Vacuum Machine" truck and equipment, at <br />a final cost of $478,115.00 from MTech, all through the State Purchase Program; <br />appropriating funds for said purchase; and further authorizing the Mayor to <br />execute all documents necessary to effectuate such purchase, and declaring an <br />emergency. Director Glauner explained this equipment is used to clean sewers <br />and blockages and is one of the main pieces of equipment used by the plant. The <br />equipment can cover the length of two manholes, instead of one. It permits for <br />cleaning and clearing blockages since it has two motors that can clear blockages <br />while at the same time acting as a pump. Additionally, it can perform hydro - <br />excavating for sewer repairs near utility lines. This is essentially removing the <br />need for a backhoe, which can damage the utility lines while digging. By <br />purchasing it now, there is a $6,000 savings for the unit.
