False alarms shall <br />not include signals willfully activated by security alarm <br />subscribers or users upon good faith belief that an actual <br />or attempted burglary, holdup, assault, unlawful entry or <br />other bona bide emergency is about to occur or when the <br />cause has been proven to be an act of God. <br />(b) "Security Alarm System" - means any device or system which <br />transmits a signal visibly, audibly, electronically, mechan- <br />ically or by combination of these methods to indicate actual <br />or aCtempted burglary, holdup, assault, unlawful entry or <br />other bona fide emergency at a premises requiring an immediate <br />response to the scene by the North Olmsted Police Department. <br />Security alarm systems include, but are not limited to, <br />devices activated automatically, such as holdup alarms, but <br />shall not include telephonic lines maintained and operated by <br />public utilities under the regulation of the Public Service <br />Commission over which such signals might be transmitted. <br />(c) "Subscriber" - means any user who employs the services of a <br />central alarm system. <br />(d) "User" - means any persons owning and operating a security <br />dlarm sys tem. <br />559.03 AUTHORITY TO TNSTALL ALARM <br />Any residence, lawful business, church, school or other similar <br />structure located within the City of North Olmsted may be equipped <br />with an emergency alarm for the purpose of detecting an unauthorized <br />intrusion upon compliance with this ordinance. Existing installa- <br />tions shall be subject to the requirements of this ordinance, <br />includsng those pertaining to permits. <br />559.04 PROHIBTTION OF PRERECORDED TRANSMITTALS <br />No person shall transmit or cause to be transmitted a prerecorded <br />message to report any burglary, holdup, or other emergency <br />directly to the North Olmsted Police Department by means of any <br />telephone device, telephone attachment, security alarm system <br />or other device. <br />559.05 ALARMS CONNECTED DTRECTLY TO THE POLICE ALARM PANEL <br />(a) A permit is rec{uired to be obtained by an authorized employee <br />of a Bank or Savings & Loan to connect installed eQuipment to <br />the North Olmsted Police station emergency panel. <br />(.b) The Safety Director or his authorized representative may <br />issue a permit or permits for such connection upon proper <br />application by the Bank or Savings & Loan.
